Asked to discuss the role of special measures in tackling the effects of long-standing and entrenched discrimination of minorities, Mr. Murillo Martínez referred to general recommendation No. 32 of the Committee on the Elimination of Racial Discrimination, which dealt with special measures and positive measures under articles 1 (4) and 2 (2) of the International Convention on the Elimination of All Forms of Racial Discrimination.
