C. Management issues 47. Based on the previous report of the Board and a review of the information contained in the performance and budget reports examined, the Advisory Committee on Administrative and Budgetary Questions concluded that the management arrangements for contingent-owned equipment in the field and at Headquarters required a priority focus to remedy serious flaws in the system.
