11. Member States have two main avenues for implementing their obligations under international law in general, and the articles cited above in particular. First, such implementation may be achieved through domestic legislation setting out requirements and processes for the provision of mutual legal assistance.

These sets of related principles - on misuse by State agents, misuse by armed individuals and groups, and transfer of arms - would complement the work of the crime prevention and arms control branches of the United Nations and would elaborate for States the nature of their obligations under international law to regulate the availability, misuse and transfer of small arms.
67- إن هذه المجموعات من المبادئ المتداخلة والمتعلقة بسوء استخدام موظفي الدولة للأسلحة وسوء استخدام الأفراد المسلحين والجماعات المسلحة للأسلحة ونقل هذه الأسلحة، تكمل العمل الذي تضطلع به هيئات الأمم المتحدة الفرعية والمعنية بمنع الجريمة والحد من الأسلحة، وتبين للدول طبيعة التزاماتها بمقتضى القانون الدولي في تنظيم توافر الأسلحة الصغيرة وسوء استخدامها ونقلها.

On 24 July, following the Meeting, consultations with representatives of some 30 civil society organizations had focused on the role of civil society in persuading governments, in their dealings with Israel, to respect their obligation under international law to ensure respect for the Geneva Conventions and to support the work of the Committee.

Like the principles proposed to address misuse by State agents, principles regarding misuse of small arms by armed individuals and groups would complement the work of the crime prevention and arms control branches of the United Nations, and would elaborate for States the nature of their obligation under international law to regulate the possession and misuse of small arms by armed individuals and groups.
أما المبادئ المقترحة لمعالجة سوء استخدام موظفي الدولة لهذه الأسلحة، فشأنها شأن المبادئ المتعلقة بسوء استخدام الأفراد المسلحين والجماعات المسلحة للأسلحة الصغيرة، إذ من شأنها أن تكمل عمل هيئات الأمم المتحدة الفرعية المعنية بمنع الجريمة والحد من الأسلحة وأن توضح للدول طبيعة التزاماتها بمقتضى القانون الدولي التي تهدف إلى تنظيم حيازة وسوء استخدام الأفراد المسلحين والجماعات المسلحة للأسلحة الصغيرة.
