In 2012, Costa Rica also managed to achieve consensus on the creation of the mandate of the Independent Expert on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment.
وكذلك نجحت كوستاريكا في عام 2012 في إيجاد توافق للآراء بشأن إنشاء ولاية الخبير المستقل المعني بمسألة التزامات حقوق الإنسان المتعلقة بالتمتع ببيئة آمنة ونظيفة وصحية ومستدامة.

The Human Rights Council established three new special procedures mandates: an Independent Expert on the issue of human rights obligations related to the enjoyment of a safe, clean, healthy and sustainable environment, and two new country mandates, to address the situation of human rights in Belarus and in Eritrea.

This report of the Independent Expert on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment is submitted to the Human Rights Council in accordance with Council resolution 19/10.
يُقدّم هذا التقرير الذي وضعه الخبير المستقل المعني بمسألة " التزامات حقوق الإنسان المتعلقة بالتمتع ببيئة آمنة ونظيفة وصحية ومستدامة إلى مجلس حقوق الإنسان وفقاً لقرار المجلس 19/10.

Clarification of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment is necessary in order for States and others to better understand what those obligations require and ensure that they are fully met, at every level from the local to the global.
وعليه فإن توضيح التزامات حقوق الإنسان المتعلقة بالتمتع ببيئة آمنة ونظيفة وصحية ومستدامة هو أمر ضروري حتى يتسنّى للدول ولغيرها من الجهات أن تفهم فهماً أفضل ما تتطلبه تلك الالتزامات والعمل على الوفاء بها على النحو الكامل على جميع الصُعد من المستوى المحلي إلى المستوى العالمي.
