واختتم قائلا إنه إذا ما اعتمدت الجمعية العامة نموذجا عالميا جديدا لتقديم الخدمات، فقد تتأثر الاحتياجات من الموظفين من حيث عددهم ومهاراتهم وأماكن عملهم. ولذلك يجب مراعاة أثر هذه المبادرات في جميع مشاريع التشييد الكبرى والإبلاغ عن التقدم المحرز إلى الجمعية العامة في الوقت المناسب.
