The IMO’s Integrated Technical Cooperation Programme (ITCP) objectives are to assist developing countries in strengthening their institutional, legal, managerial, technical and training capabilities to implement global rules and standards uniformly.
وتتمثل أهداف برنامج التعاون التقني المتكامل التابع للمنظمة في مساعدة البلدان النامية على تعزيز قدراتها المؤسسية والقانونيــة واﻹداريــة والتقنية والتدريبية لتنفيذ القواعد والمعايير العالمية على نحو متسق.

واقتُرِح أيضاً استخدام صندوق التعاون التقني المتكامل التابع للمنظمة البحرية الدولية لتوفير الموارد للبحث والتطوير في مجال انبعاثات غازات الدفيئة الناتجة عن النقل البحري؛

وقد تم تكثيف التعاون التقني من خلال تشغيل برنامج التعاون التقني المتكامل الرامي إلى تأمين أن يجري على النحو المناسب توجيه الأموال المتحصل عليها من مختلف الجهات المانحة إلى تنفيذ مشاريع تهدف تحت إشراف المنظمة البحرية الدولية بصفتها الوكالة المنفذة إلى تعزيز الهياكل الأساسية البحرية للبلدان النامية.

62. In sub-Saharan Africa, the Integrated Technical Cooperation Programme of the International Maritime Organization (IMO) was aimed at supporting the maritime transport goals agreed by the African Ministers of Transport and at reversing the declining trend of maritime transport in the region as a whole in the fields of safety, training and the protection of the marine environment.

A number of organizations have modified and reoriented technical cooperation programmes substantially, many, including particularly the IMO Integrated Technical Cooperation Programme, in order to promote and facilitate the effective implementation of conventions and the adoption of national legislation and regulations.
١٠٢ - أدخل عدد من المنظمات تعديلات كبيرة على برامجها للتعاون التقني ووضعت لها توجها جديدا، وفعل ذلك كثير منها، وبصورة خاصة برنامج التعاون التقني المتكامل التابع للمنظمة البحرية الدولية، بغرض تعزيز وتيسير التنفيذ الفعال للاتفاقيات واعتماد تشريعات وأنظمة وطنية.

In order to assist developing countries improve environmental and safety levels in ship recycling operations, the Committee agreed that ship recycling should be included in the future thematic priorities of the IMO Integrated Technical Cooperation Programme and invited the Technical Cooperation Committee to consider further the arrangements for establishing a dedicated ship recycling fund.

The resolution provides a time frame that could lead to the adoption of amendments to these instruments in 2013, for entry into force in January 2015, and also requests the Secretary-General of IMO to take action within the Integrated Technical Cooperation Programme to assist States in responding to their duties under the Scheme and to build capacity aimed at addressing related needs.
وينص القرار على فترة زمنية يمكن أن تؤدي إلى اعتماد التعديلات التي أدخلت على هذه الصكوك في عام 2013، لدخولها حيز النفاذ في كانون الثاني/يناير 2015، ويطلب أيضا إلى الأمين العام للمنظمة اتخاذ إجراءات في إطار برنامج التعاون التقني المتكامل لمساعدة الدول في الاضطلاع بواجباتها في إطار النظام، وبناء القدرات الهادفة إلى تلبية الاحتياجات ذات الصلة.

Referring to the annual report of the Director-General on the activities of the Organization in 2001 (IDB.25/2 and Add.1) and the report of the External Auditor, financial performance report and programme performance report for the biennium 2000-2001 (IDB.26/2), he said that the concept of Integrated Technical Cooperation still represented a solid basis for sustainable industrial development, as long as the necessary resources were provided.
32- وأشار إلى التقرير السنوي للمدير العام عن أنشطة المنظمة لعام 2001 (IDB.25/2 وAdd.1) وتقرير مراجع الحسابات الخارجي وتقرير الأداء المالي وتقرير أداء البرنامج عن فترة السنتين 2000-2001 (IDB.25/2)، فقال إن مفهوم التعاون التقني المتكامل لا يزال يمثل أساسا قويا للتنمية الصناعية المستدامة، طالما توفرت الموارد اللازمة.

Ship Recycling has been included in the revised ITCP thematic priorities for 2004-2005 and a strategy has been developed to achieve the set objectives.
