وإذ تؤكد استعداد اﻷمم المتحدة لمساعدة شعب أفغانستان في الجهود التي يبذلها لحل الخلافات السياسية الداخلية، وتيسير التقارب الوطني بما يؤدي إلى إقامة حكومة ذات قاعدة عريضة وتمثيل كامل وإلى بدء عملية اﻹنعاش والتعمير في بلده،

2. Requests the Secretary-General to authorize the United Nations special mission to Afghanistan, established under resolution 48/208, to continue its efforts to facilitate national rapprochement and reconstruction in Afghanistan, in particular by promoting the earliest possible establishment of a fully representative and broad-based authoritative council with authority:
٢ - تطلب إلى اﻷمين العام أن يأذن لبعثة اﻷمم المتحدة الخاصة إلى أفغانستان المنشأة بموجب القرار ٨٤/٨٠٢ أن تواصل بذل جهودها لتيسير التقارب الوطني والتعمير في أفغانستان، ولا سيما عن طريق التشجيع على إنشاء مجلس سلطة في أقرب وقت ممكن يكون عريض القاعدة وذا تمثيل كامل ويخوﱠل ما يلي:

" The Council welcomes the Secretary-General's appointment of a special mission to Afghanistan, in accordance with General Assembly resolution 48/208. This mission will canvass a broad spectrum of Afghanistan's leaders to solicit their views on how the United Nations can best assist Afghanistan in facilitating national rapprochement and reconstruction.
" ويرحب المجلس بتعيين اﻷمين العام بعثة خاصة إلى أفغانستان، وفقا لقرار الجمعية العامة ٤٨/٢٠٨ وسوف تتولى هذه البعثة إجـراء استعراض لفئات عريضة من القادة اﻷفغان، التماسا ﻵرائهم بشأن أفضل السبل التي يمكن بها لﻷمم المتحدة أن تساعد أفغانستان على تسهيل التقارب الوطني والتعمير.

(b) Request the Secretary-General to authorize the special mission established under General Assembly resolution 48/208 to continue its efforts to facilitate national rapprochement and reconstruction in Afghanistan, in particular by promoting the earliest possible establishment of a fully representative and broad-based Authoritative Council with authority:
)ب( تطلب إلى اﻷمين العام أن يأذن للبعثة الخاصة المنشأة بموجب قرار الجمعية العامة ٤٨/٢٠٨ أن تواصل بذل جهودها لتيسير التقارب الوطني والتعمير في أفغانستان، ولا سيما عن طريق التشجيع على إنشاء مجلس رسمي في أقرب وقت ممكن يكون عريض القاعدة وذا تمثيل كامل ويتمتع بالسلطة اللازمة:

" ويلاحظ المجلس قرار الجمعية العامة ٤٨/٢٠٨ الذي تطلب فيه من اﻷمين العام أن يوفد في أسرع وقت ممكن بعثة خاصة لﻷمم المتحدة إلى أفغانستان تطوف بأنحائها للاجتماع مع قطاع عريض من زعماء أفغانستان التماسا ﻵرائهم حول أفضل الطرق التي بفضلها يمكن لﻷمم المتحدة أن تساعد أفغانستان على تسهيل التقارب الوطني والتعمير.

The European Union, Austria and Sweden are firmly convinced that, after many years of hostilities between the Afghan leaders and groups which have resulted in a deplorable, massive loss of life and of material property for the population, particularly in Kabul but also in other parts of the country, a first step should now be a political initiative with the objective of promoting the process of national rapprochement.
إن الاتحاد اﻷوروبي والسويد والنمسا مقتنعة اقتناعا راسخا - بعد سنوات عديدة من اﻷعمال العدائية بين الزعماء اﻷفغان والمجموعات اﻷفغانية التي أسفرت عن إزهاق كثير من أرواح السكان وتدمير ممتلكاتهم، وبخاصة في كابول وأيضا في إجزاء أخرى من البلاد - إن الخطوة اﻷولى اﻵن ينبغي أن تكون مبادرة سياسية بهدف تعزيز عملية التقارب الوطني.

(a) To dispatch to Afghanistan, as soon as possible, a United Nations special mission to canvass a broad spectrum of the leaders of Afghanistan, soliciting their views on how the United Nations can best assist Afghanistan in facilitating national rapprochement and reconstruction, and to submit its findings, conclusions and recommendations to the Secretary-General for appropriate action;
)أ( إيفاد بعثة خاصة تابعة لﻷمم المتحدة الى أفغانستان في أسرع وقت ممكن للاجتماع الى قطاع عريض من زعماء أفغانستان التماسا ﻵرائهم حول الطرق التي يمكن بها لﻷمم المتحدة مساعدة أفغانستان على أن تيسر على أفضل وجه التقارب الوطني وتعمير البلد، وأن تقدم هذه البعثة الى اﻷمين العام ما تخلص اليه من نتائج واستنتاجات وتوصيات بخصوص التدابير المناسبة؛

وفي هندوراس، خطت " الثورة اﻷخلاقية " التي أعلنها الرئيس رينا لمحاربة الفساد وتشجيع زيادة المشاركة الديمقراطية خطوات إلى اﻷمام ولا سيما بعد الشروع في خريف عام ١٩٩٥ في حركة " التقارب الوطني " ، وهي حركة لتوليد إجماع وطني وذلك لﻹشراف على اﻹصلاحات الانتخابية تأهبا لانتخابات عام ١٩٩٧.
