the second special report, on managing risks of extreme events and disasters to advance climate change adaptation, found that some extremes had changed owing to anthropogenic activities but that the severity of climate change impacts also depended on the level of exposure and vulnerability; it examined the range of economic, social, cultural, geographic, governmental and other factors that were crucial to preparedness and adaptation.

The Council also noted with appreciation the recommendations contained in the second special report of the Secretary-General on MONUC of 27 May 2003 (S/2003/566 and Corr.1) and authorized an increase in the military strength of MONUC to 10,800 personnel.
