1. In his report to the General Assembly on human resources management reform (A/53/414), the Secretary-General expressed his commitment to strategic change in human resources management to ensure the successful implementation of reform measures.

In his report to the General Assembly on financing of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 (A/55/517), the Secretary-General indicated that, since its inception, the Tribunal had undergone rapid and continuous expansion.

The Internal Justice Council notes that, in his report to the General Assembly (A/62/294), the Secretary-General recommended posts at the P-4 level for regional coordinating counsel in Geneva and Nairobi and further recommended a senior legal officer for New York who could serve as a deputy to the Chief of the Office of Staff Legal Assistance.

During the last three months of the year just ended, the trends which the Special Rapporteur had already identified in his report to the General Assembly on the human rights situation in Burundi, following his third mission from 1 to 17 July 1996, had been greatly exacerbated by the crisis which had ravaged the eastern region of Zaire.

2. In his report to the General Assembly at its sixty-sixth session on the outcome of the Fourth United Nations Conference on the Least Developed Countries (A/66/134), held in Istanbul, Turkey, from 9 to 13 May 2011, the Secretary-General, inter alia, briefly outlined the expanded responsibilities of the Office of the High Representative emanating from the Istanbul Programme of Action.

7. The Secretary-General highlighted in his report to the General Assembly that the Counter-Terrorism Implementation Task Force, its working groups and entities should continue to ensure respect for human rights and the rule of law as the fundamental basis for their work in assisting Member States in implementing the Global Strategy (A/65/224, para. 36).

The Internal Justice Council reported its concerns regarding the absence of any mechanism for dealing with complaints against judges in its report to the General Assembly at its sixty-fifth session, indicating that it believed this to be a matter requiring urgent attention (see A/65/304, para. 40).

16. The Open-ended Working Group recalled its report to the General Assembly at its forty-ninth session 2/ and again emphasized that the review of the membership of the Security Council and other related matters was taking place in view of the substantial increase in the membership of the United Nations, especially of developing countries, as well as the important changes in international relations.
١٦ - أشار الفريق العامل المفتوح باب العضوية إلى التقرير الذي قدمه إلى الجمعية العامة في دورتها التاسعة واﻷربعين)٢( وأكد من جديد أن استعراض عضوية مجلس اﻷمن والمسائل اﻷخرى المتصلة بذلك يجري في ضوء الزيادة الكبيرة في عدد أعضاء اﻷمم المتحدة، ولا سيما من البلدان النامية، وكذلك في ضوء التغيرات الهامة التي طرأت على العلاقات الدولية.

3. The decisions of the Council from its ninth session were included in its report submitted to the General Assembly (A/63/53/Add.1), which was taken up by the Third Committee at its sixty-third session.
