٥٧ - وطالبت بأن يكون من اﻷمور اﻹلزامية للدول أن تمتثل لطلبات المحكمة التماسا للمساعدة ، وهو ما يجب أن تكون له اﻷسبقية على طلبات المساعدة المتبادلة المقدمة من الدول .

The efficiency of the Court would depend on the universality of its jurisdiction, based on the will of States to give full cooperation and comply with the Court’s requests for assistance and with its judgements.
