The Committee recommends that the State party adopt comprehensive anti-discrimination legislation prohibiting racial discrimination in the enjoyment of human rights and protecting all persons living in the territory of the State party.
توصي اللجنة الدولة الطرف بأن تعتمد تشريعاً شاملاً لمكافحة التمييز يحظر التمييز العنصري في التمتع بحقوق الإنسان وحماية جميع الأشخاص الذين يعيشون في أراضي الدولة الطرف.

Article 5 of the Convention contains the obligation of States parties to prohibit and eliminate racial discrimination in the enjoyment of a wide range of civil, political, economic, social and cultural rights and freedoms without racial discrimination.
وتنصّ المادة 5 من الاتفاقية على التزام الدول الأطراف بحظر وإنهاء التمييز العنصري في التمتع بطائفة واسعة من الحقوق والحريات المدنية والسياسية والاقتصادية والاجتماعية والثقافية.

(a) The prohibition of racial discrimination in the enjoyment of, inter alia, economic, social and cultural rights;

For instance, they may encounter racial discrimination in the enjoyment of their civil, cultural, economic, political and social rights, notably in the areas of education, health, housing, employment, access to social benefits and access to justice.
فقد يواجهون، على سبيل المثال، التمييز العنصري في التمتع بحقوقهم المدنية والثقافية والاقتصادية والسياسية والاجتماعية، ولا سيما في مجالات التعليم والصحة والسكن والعمل، والحصول على المنافع الاجتماعية، والوصول إلى العدالة.

The Convention obliges States to prohibit and eliminate racial discrimination in the enjoyment of such human rights " .

3. Article 5 of the Convention incorporates the obligation of States parties to prohibit and eliminate racial discrimination in the enjoyment of civil, political, economic, social and cultural rights.

States parties should, for example, (a) indicate any variations in the level of education and training between members of groups protected under the Convention; (b) provide information on languages spoken and taught in schools; and (c) describe governmental action to prevent racial discrimination in the enjoyment of this right.
ينبغي مثلاً للدول الأطراف (أ) أن تشير إلى أية اختلافات في مستوى التعليم والتدريب بين أفراد الجماعات المحمية بالاتفاقية؛ (ب) أن توفر معلومات عن لغات التخاطب واللغات التي يجري تعليمها في المدارس؛ (ج) أن تشرح الإجراءات الحكومية المتخذة لمنع التمييز العنصري في التمتع بهذا الحق.
