)ب( دفع تعويضات لفرادى ضحايا عمليات الاسترقاق الجنسي من قِبَل القوات العسكرية اليابانية، وفقا للمبادئ التي عرضها المقرر الخاص للجنة الفرعية لمنع التمييز وحماية اﻷقليات بشأن الحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية.

(b) All resolutions of the Sub—Commission on Prevention of Discrimination and Protection of Minorities on the realization of economic, social and cultural rights, in particular its resolution 1997/7 of 22 August 1997 on the realization of the right to education, including education in human rights;
)ب( جميع قرارات اللجنة الفرعية لمنع التمييز وحماية اﻷقليات بشأن إعمال الحقوق الاقتصادية والاجتماعية والثقافية، لا سيما قرارها ٧٩٩١/٧ المؤرخ ٢٢ آب/أغسطس ٧٩٩١ بشأن إعمال الحق في التعليم، بما فيه التعليم في مجال حقوق اﻹنسان؛

It shall also be recalled that the final report of the Special Rapporteurs of the Sub—Commission on Prevention of Discrimination and Protection of Minorities on the right to freedom of opinion and expression emphasized the fact that “information is a tradeable commodity available to the haves and inaccessible to the have-nots and a component of economic, political or military power”.
٦- وينبغي أيضاً التذكير بأن التقرير النهائي الذي أعده المقرران الخاصان للجنة الفرعية لمنع التمييز وحماية اﻷقليات بشأن الحق في حرية الرأي والتعبير أكد على أن " الاعلام سلعة قابلة للتداول ولكنها في متناول اﻷثرياء وبعيدة إلى حد ما عن منال اﻵخرين، وعنصر من عناصر السلطة الاقتصادية والسياسية والعسكرية " .
