6. Thus article 9 of the UDHR prohibiting arbitrary arrest and detention now stands as a deeply entrenched human rights norm. (See, for example, the established practice of United Nations bodies as expressed by the Human Rights Committee in general comment No. 29 on states of emergency (CCPR/C/21/REV.1/Add.11 of 31 August 2001, para. 11).
ولذلك فإن المادة 9 من الإعلان العالمي لحقوق الإنسان، التي تحظر التوقيف والاحتجاز التعسفيين هي في هذه الحالة قاعدة مكرسة من قواعد حقوق الإنسان.
