17. Developing country Parties expressed their concerns about the existence of various assumptions and conditions associated with the targets of developed country Parties, noting that in their view such conditionality may be delaying or weakening mitigation action by those Parties.

17. In decision 2/CP.17, the COP addressed nationally appropriate mitigation commitments or actions by developed country Parties in chapter II.A and annexes I and II. Among other things, the COP:
