Concerned that the bulk of the illicit drugs originating in Afghanistan are smuggled through countries neighbouring Afghanistan before reaching their countries of destination,
وإذ يساورها القلق من أن معظم المخدرات غير المشروعة التي منشؤها أفغانستان تُهرَّب عبر البلدان المجاورة لأفغانستان قبل أن تصل إلى بلدان المقصد،

Aware that the illicit cultivation and production of and trafficking in drugs originating in Afghanistan, as part of the world drug problem, have an impact on political stability, democratic institutions, security and the rule of law,

وإذ تضع في اعتبارها أن المجتمع الدولي أقرّ تدريجيا بأهمية النهج الإقليمي في التصدي لإنتاج المخدرات غير المشروعة التي منشؤها أفغانستان والاتجار بها،

Welcoming the signing of the memorandum of understanding between the Secretariat of the Shanghai Cooperation Organization and the United Nations Office on Drugs and Crime in June 2011 with a view to effectively addressing, in cooperation with relevant international and regional actors, the production of and trade and trafficking in drugs originating in Afghanistan,
وإذ ترحب بالتوقيع على مذكرة التفاهم بين الأمانة العامة لمنظمة شنغهاي للتعاون ومكتب الأمم المتحدة المعني بالمخدرات والجريمة في حزيران/يونيه 2011 بهدف التصدي على نحو فعال، بالتعاون مع الجهات الفاعلة الدولية والإقليمية المعنية، لإنتاج المخدرات التي منشؤها أفغانستان والاتجار بها،

Commending the activities carried out in the framework of the Triangular Initiative, involving Afghanistan, Iran (Islamic Republic of) and Pakistan, to promote, as a regional effort, cooperation to counter trafficking in narcotic drugs originating in Afghanistan,
وإذ تثني على الأنشطة المضطلع بها في إطار المبادرة الثلاثية، التي تضم أفغانستان وإيران (جمهورية-الإسلامية) وباكستان، من أجل تعزيز التعاون على مكافحة الاتجار بالعقاقير المخدرة التي منشؤها أفغانستان باعتبار ذلك التعاون جهدا إقليميا،

Member States can only combat the threats posed by opiates originating in Afghanistan by addressing all links in the chain: assistance to farmers to reduce supply, drug abuse prevention and treatment to curb demand, and law enforcement against traffickers.
89- ليس بوسع الدول الأعضاء أن تتصدى للتهديدات التي تطرحها المواد الأفيونية التي منشؤها أفغانستان ما لم تتصد لجميع الحلقات في السلسلة، أي تقديم المساعدة إلى المزارعين لخفض العرض، والوقاية من تعاطي المخدرات وعلاجه للحد من الطلب، وإنفاذ القانون بحق المتجرين بها.

At the strategic level, the eleventh Policy Consultative Group meeting was held, while at the operational level the Office organized the meeting of a working group of global experts on improving bilateral and multilateral information-sharing and coordination of investigations, hosted by the Government of Turkey, and a working group on illicit financial flows deriving from the trafficking of opiates originating in Afghanistan.
فعلى الصعيد الاستراتيجي، انعقد الاجتماع الحادي عشر للفريق التشاوري المعني بالسياسات، أما على المستوى التنفيذي فقد نظم المكتب اجتماعا استضافته حكومة تركيا لفريق عامل من الخبراء العالميين بشأن تحسين تقاسم المعلومات على المستويين الثنائي والمتعدد الأطراف وتنسيق التحقيقات، وفريق عامل معني بالتدفقات المالية غير المشروعة المتأتية من الاتِّجار في المواد الأفيونية التي منشؤها أفغانستان.

Bearing in mind the negative impact of the flow of illicit drugs originating in Afghanistan on the international community, especially on States neighbouring Afghanistan, and that all countries, in particular countries of destination, should play a role in assisting the most affected transit States neighbouring Afghanistan more effectively and efficiently,
وإذ تضع في اعتبارها التأثير السلبي الذي يتركه تدفّق المخدرات غير المشروعة التي منشؤها أفغانستان على المجتمع الدولي، وبخاصة على البلدان المجاورة لأفغانستان، وأنه ينبغي أن تضطلع جميع البلدان، ولا سيما بلدان المقصد، بدور في تقديم المساعدة، بصورة أكثر فعالية وكفاءة، إلى دول العبور الأكثر تضرّرا المجاورة لأفغانستان،
