The Committee recommends that the Holy See develop and implement a comprehensive and systematic mechanism to collect and analyse data, and to monitor and assess the impact of cases in all areas covered by the Optional Protocol.

The Committee recommends that the State party take steps to ensure that a double criminality requirement is not used in cases of extradition for crimes covered by the Optional Protocol when they are committed outside its territory.

The Committee recommends that the State party develop and implement a comprehensive data collection system, including analysis, monitoring and impact assessment, encompassing all the areas covered by the Optional Protocol.

(b) Undertake targeted preventive measures including against exploitation over the Internet, and cooperate with international intergovernmental and non-governmental organizations concerning the implementation of awareness-raising campaigns in all areas covered by the Optional Protocol.

39. The Committee reiterates its previous concern (CRC/C/OPSC/USA/CO/1, para. 35, 2008) that the State party's extraterritorial jurisdiction based on the nationality of the offender, does not reach all offences covered by the Optional Protocol.
39- تؤكد اللجنة مجدداً مخاوفها السابقة (CRC/C/OPSC/USA/CO/1، الفقرة 35، 2008) من أنّ الولاية القضائية خارج إقليم الدولة الطرف، التي تقوم على أساس جنسية مرتكب الجريمة، لا تشمل كافة الجرائم التي يتناولها البروتوكول الاختياري.

Data should be disaggregated, inter alia, by the nature of the offence and by age, sex, urban/rural area, ethnic and socio-economic background and by paying particular attention to children who are especially vulnerable to becoming victims of the offences covered by the Optional Protocol.

(د) تكثيف جهودها لإعداد وتنفيذ استراتيجيات وقائية لمكافحة جميع الجرائم التي يتناولها البروتوكول الاختياري واتخاذ التدابير الفعالة لانتشال الأطفال من حالات السخرة وغيرها من حالات الاستعباد، بما يشمل إرساء آليات فعالة لمعرفة من هم الأطفال المحتاجون إلى المساعدة وإحالتهم إلى الجهات المختصة؛

The Committee remains concerned, however, that efforts to provide adequate training to professionals working with and for children, in particular among judges, prosecutors, law-enforcement officers, education and health professionals, and social workers, are not systematic and do not include all areas covered by the Optional Protocol.
بيد أن القلق يساورها من عدم انتظام الجهود الهادفة إلى توفير التدريب الملائم للمتخصصين العاملين مع الأطفال ولأجلهم، لا سيما القضاة والمدعون العامون والموظّفون المكلفون بإنفاذ القوانين والعاملون في مجالي التعليم والصحة والمرشدون الاجتماعيون، ومن عدم شمولها كافة المجالات التي يتناولها البروتوكول الاختياري.

The Committee recommends that the State party develop a national plan of action aimed at addressing specifically all issues covered under the Optional Protocol, provide adequate human and financial resources for its implementation, and regularly assess and evaluate the progress achieved.
11- توصي اللجنة بأن تعدّ الدولة الطرف خطة عمل وطنية ترمي إلى معالجة المسائل كافة التي يتناولها البروتوكول الاختياري تحديداً وبأن توفر الموارد البشرية والمالية الكافية لتنفيذها وبأن تقيّم التقدم المحرز وتقدِّره بانتظام.

While noting the State party's indication that a draft law defining and criminalizing the sale of children, child prostitution and child pornography had been submitted to the Parliament and that a general Child Protection Code is being elaborated, the Committee is concerned that the existing legislation does not explicitly address all the offences covered under the Optional Protocol.
8- تلاحظ اللجنة إشارة الدولة الطرف إلى أنّه تمّ تقديم مشروع قانون يعرّف ويجرّم بيع الأطفال واستغلال الأطفال في البغاء والمواد الإباحية إلى البرلمان وإلى أنّه يجري إعداد مدونة عامة لحماية الطفل، إلاّ أن القلق يساورها من أنّ التشريع القائم لا يعالج بوضوح جميع الجرائم التي يتناولها البروتوكول الاختياري.
