١٤٣ - وقد تسلم قلم المحكمة في ٣ أيلول/سبتمبر ١٩٩٣، رسالة المدير العام لمنظمة الصحة العالمية، المؤرخة ٢٧ آب/أغسطس ١٩٩٣، التي يحيل فيها الى المحكمة طلب الفتوى، مشفوعا بنسخ مشهود بمطابقتها لﻷصل من النصين الانكليزي والفرنسي للقرار السالف الذكر.
