In section VIII of its resolution 61/244, the General Assembly noted the proposal of the Secretary-General to provide for peacekeeping staffing on an ongoing basis and to enhance professionalism and the ability of the United Nations to respond quickly to peacekeeping needs by designating a cadre of continuing civilian positions from within existing capacity.

In that connection, they commended the efforts of the European Union to formulate a proposal that incorporated the main thrust of the revision to section VIII proposed by South Africa on behalf of the Group of 77 and China and regretted that it had not been possible to achieve a compromise.
