40. On 4 December 2002, the Security Council authorized a gradual increase in the troop strength of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) to 8,700, with a view to contributing to the disarmament, demobilization and repatriation of foreign armed groups.

In the immediate future, confidence-building measures are needed to take forward those principles. One such measure should tackle the issue of the foreign-armed groups in the Democratic Republic of the Congo from Burundi, Rwanda and Uganda, including the ex-FAR/Interahamwe.

6. The Group recognizes the need to control incentives for new mobilization, but would like to highlight the importance of providing managed demobilization, disarmament and reintegration options for Congolese armed groups, measures which can also help to isolate and diminish the strength of foreign armed groups in the Kivus.

22. Component 2 encompassed activities to promote a resolution to the presence of remaining foreign armed groups and to provide support to the repatriation of foreign ex-combatants on Congolese territory, as well as to provide assistance to the Government of the Democratic Republic of the Congo in developing effective border controls and support to the enhancement of regional security.

Mr. Doss (spoke in French): Four months ago, the Security Council extended the mandate of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), emphasizing three essential tasks: the protection of civilian populations; the disarmament, demobilization and repatriation or reintegration of Congolese or foreign armed groups; and support for the Government's efforts to reform the security sector.

While there has been no significant escalation in infiltrations by foreign-armed groups into Burundi, ONUB military observers have reported continued incidents of armed robbery and cattle theft in Bubanza and Bujumbura Rurale provinces by armed elements that reportedly retreat across the border into the Democratic Republic of the Congo.
