(c) Consider offering language courses free of charge to all non-citizen residents and stateless persons who wish to apply for Latvian citizenship.
(ج) تنظر في توفير دروس لغوية مجاناً لجميع المقيمين من غير المواطنين والأشخاص عديمي الجنسية الذين يرغبون في طلب الجنسية اللاتفية.

It reiterated its position that granting non-citizens the right to vote at the municipal level would seriously undermine the already weak motivation of many non-citizens to take the few steps required to acquire Latvian citizenship.

CRC remained concerned that despite the 1998 amendment of the Citizenship Law, which entitled children born in the period 1992 - 2005 to citizenship, and was granted upon application, a considerable number of children still did not have Latvian citizenship or remained stateless.

The court concluded that article 16 of the Regulation No. 275 and order No. 369 of the Naturalization Board of 22 October 1999 (hereinafter, order No. 369) fully applied to the materials related to the Latvian language examination for applicants for Latvian citizenship.
وخلصت المحكمة إلى أن المادة 16 من اللائحة رقم 275 والأمر 369 لمجلس شؤون الجنسية المؤرخ 22 تشرين الأول/أكتوبر 1999 (المشار إليه لاحقاً بالأمر 369) ينطبقان انطباقاً كاملاً على أوراق امتحانات اللغة اللاتفية لطالبي الجنسية اللاتفية.
