Peacekeeping missions needed to ensure that all the actors on the ground providing protection were engaged in discussions about protection needs, risks and vulnerabilities, in order to ensure that resources were used most effectively and that the comparative advantages that each actor could bring to protection efforts were utilized most effectively.
