First, even though harmful practices undoubtedly do occur in the name of religions or beliefs, it would be unacceptable to simply identify such problems with particular communities or types of communities, such as small groups or new religious movements.

3. The question of " sects or new religious movements "
3- المسألة المسماة مسألة " الملل أو الحركات الدينية الجديدة "

As “sects” or “new religious movements” do sometimes commit abuse, the authorities are right to be concerned and it is their duty to take action to enforce the law.
وقد ترتكب " الملل " أو " الحركات الدينية الجديدة " تجاوزات تثير عن حق مخاوف السلطات وتحملها مسؤولية التصرف من أجل السهر على احترام القانون.

That thinking had culminated in the formulation of criteria for drawing a clear distinction between religious movements or sects and other institutions which appeared to be religious but were not in fact so.
