Article 15. Attribution to the State of the act of an insurrectional movement which becomes the new Government of a State or which results in the formation of a new State
المادة ١٥ - تحميل الدولة فعل الحركة التمردية التي تصبح الحكومة الجديدة للدولة أو تسفر عن تكوين دولة جديدة

1. The act of an insurrectional movement which becomes the new government of a State shall be considered as an act of that State.
١ - يعتبر فعل الحركة التمردية التي تصبح الحكومة الجديدة لدولة ما فعلا صادرا عن هذه الدولة.

The Government of the Sudan reiterates once again its call upon the international community to bring pressure to bear on the rebel movement to abide by and fully respect the current ceasefire so as to allow the smooth and unimpeded delivery of relief supplies to the affected population and to achieve durable and lasting peace.
وتدعو حكومة السودان مرة أخرى المجتمع الدولي إلى الضغط على الحركة التمردية كي تلتزم بوقف إطلاق النار الساري حاليا وتمتثل له امتثالا كاملا بما يتيح تقديم اﻹمدادات الغوثية بسلامة وبدون عراقيل إلى السكان المتضررين وإحلال سلام مستمر ودائم.

2. The conduct of an organ of an insurrectional movement whose action results in the formation of a new State shall be considered an act of the new State under international law.
٢ - يعتبر فعل الحركة التمردية التي تسفر أعمالها عن تكوين دولة جديدة فعلا صادرا عن الدولة الجديدة بمقتضى القانون الدولي.

272. The commentary declines to attempt any definition of an “insurrectional movement”, on the ground that this is a matter for the international law of personality rather than of responsibility.
