Other necessary steps towards nuclear disarmament included the commencement of substantive negotiations for a fissile material cut-off treaty; the provision of security assurances to the nonnuclear-weapon States; the promotion of additional confidence-building measures, including the strengthening of existing nuclear-weapon-free zones and the establishment of new ones; and the entry into force of the Comprehensive Nuclear-Test-Ban Treaty.
وثمة خطوات ضرورية أخرى صوب نزع السلاح النووي وهي تشمل البدء في مفاوضات موضوعية تتعلق بمعاهدة لوقف إنتاج المواد الانشطارية؛ وتقديم ضمانات أمن إلى الدول غير الحائزة لأسلحة نووية؛ وتعزيز تدابير إضافية لبناء الثقة، بما في ذلك تعزيز المناطق الحالية الخالية من الأسلحة النووية وإنشاء مناطق جديدة؛ ودخول معاهدة الحظر الشامل للتجارب النووية حيّز النفاذ.

23. Lastly, the Conference should affirm that the nuclear-weapon States must take all reasonable steps to reduce the risk of the accidental or unauthorized launch of their weapons; support the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty; and express disappointment that the Conference on Disarmament had been unable to implement its agreed programme of work for 2009.
23 - وأخيراً، ينبغي أن يؤكّد المؤتمر ضرورة أن تتخذ الدول الحائزة للأسلحة النووية جميع الخطوات المعقولة لتقليل مخاطر الإطلاق العارض أو غير المأذون به لأسلحتها؛ وأن يؤيد دخول معاهدة الحظر الشامل للتجارب النووية حيّز النفاذ في وقت مبكّر؛ وأن يعرب عن خيبة الأمل لأن مؤتمر نـزع السلاح لم يتمكن من تنفيذ برنامج عمله لعام 2009 الذي تم الاتفاق عليه.

61. The early entry into force of the Comprehensive Nuclear-Test-Ban Treaty and the launch of negotiations on a fissile material cut-off treaty would develop a global cap on nuclear arsenals crucial for further progress on nuclear disarmament and non-proliferation.
61 - وقال إن دخول معاهدة الحظر الشامل للتجارب النووية حيّز النفاذ في وقت مبكّر والبدء في إجراء مفاوضات بشأن إبرام معاهدة لوقف إنتاج المواد الانشطارية سوف يوفّران غطاءً عالمياً آخر للترسانات النووية، وهو غطاء له أهمية حاسمة بالنسبة لتحقيق المزيد من التقدّم بالنسبة لنـزع السلاح النووي وعدم الانتشار النووي.
