34- ويتعين على الدول أن تقوم، في حدود الموارد المتاحة، بتيسير إعمال الحق في الماء في بلدان أخرى، وذلك مثلاً من خلال توفير الموارد المائية، والمساعدة المالية والتقنية، وأن تقدم المساعدة اللازمة عند الطلب.

In that context, the Swiss Development and Cooperation Agency and its partners are in the process of elaborating guidelines aimed at taking better account of the various dimensions of the right to water in the framework of projects related to safe drinking water sanitation and to the integrated management of water resources.
وفي ذلك السياق تعكف الوكالة السويسرية للتنمية والتعاون وشركاؤها على صياغة مبادئ إرشادية تستهدف الحصول على معرفة أفضل بشتى أبعاد الحق في الماء في إطار المشاريع المتصلة بمياه الشرب المأمونة وخدمات الصرف الصحي والإدارة المتكاملة للموارد المائية.

The Committee on Economic, Social and Cultural Rights described the content of the right to water in its general comment 15 (2002), and the independent expert, in her report on human rights obligations related to sanitation (A/HRC/12/24), described the normative content of the right to sanitation.
وقد وصفت اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية مضمون الحق في الماء في تعليقها العام رقم 15(2002)، ووصفت الخبيرة المستقلة في تقريرها عن التزامات حقوق الإنسان المتعلقة بخدمات الصرف الصحي (A/HRC/12/24) المضمون المعياري للحق في الصرف الصحي.

In that regard, the Committee on Economic, Social and Cultural Rights considers that the " international financial institutions [...] should take into account the right to water in their lending policies, credit agreements, structural adjustment programmes and other development projects [...], so that the enjoyment of the right to water is promoted " , which, in the opinion of the independent expert, also applies to the right to sanitation.
وفي هذا الصدد، ترى لجنة الحقوق الاقتصادية والاجتماعية والثقافية أنه " يتعين على المؤسسات المالية الدولية [...] مراعاة الحق في الماء في سياساتها المتعلقة بالإقراض، واتفاقاتها الائتمانية وبرامجها الخاصة بالتكيُّف الهيكلي وغيرها من المشاريع الإنمائية [...]، لكي يتم تعزيز التمتع بالحق في الماء " ()، وهو ما ينطبق أيضاً، حسب رأي الخبيرة المستقلة، على الحق في الصرف الصحي.
