The Special Rapporteur welcomes these initiatives. He appeals to all Governments to cooperate fully with these tribunals, in the interest of holding the authors of such crimes committed in the former Yugoslavia and Rwanda responsible as well as of the possible deterrent effect this may have in other, potentially similar situations.
