12. The Commission urges the Government and Congress of Colombia to take into account international human rights law and international humanitarian law in the process of reform of the justice system, so as to guarantee judicial control over actions by the State, ensure judicial guarantees for its citizens and ensure that the military is not granted judicial powers in a manner inconsistent with international obligations.
12- وتحث اللجنة الحكومة والكونغرس في كولومبيا على مراعاة القانون الدولي لحقوق الإنسان والقانون الإنساني الدولي في عملية إصلاح النظام القضائي، لضمان الرقابة القضائية على الأعمال التي تقوم بها الدولة، وكفالة الضمانات القضائية لمواطني كولومبيا والعمل على أن لا يمنح الأفراد العسكريون صلاحيات قضائية بطريقة تتعارض مع الالتزامات الدولية.

The High Commissioner invites the Government and Congress to introduce the necessary reforms in legislation on the demobilization and reincorporation of members of illegal armed groups so as to make such legislation more compatible with international norms and principles regarding victims' rights to truth, justice and reparation paying due attention to the special situation of women, children and ethnic minorities.
141- تدعو المفوضة السامية الحكومة والكونغرس إلى إدخال التعديلات اللازمة على التشريعات المتعلقة بتسريح وإعادة تأهيل أفراد الجماعات المسلحة غير المشروعة لتكون أكثر تمشياً مع المعايير والمبادئ الدولية المتعلقة بحق الضحايا في إقامة العدل وفي جبر الضرر مع المراعاة الكاملة لخصوصية حالة النساء والأطفال والأقليات العرقية.

132. The High Commissioner encourages the Government and the Congress to ensure the sustainability of programmes for the protection of human rights defenders and other groups, under the responsibility of the Ministry of the Interior.
132- وتشجع المفوضة السامية الحكومة والكونغرس على ضمان استمرارية برامج حماية المدافعين عن حقوق الإنسان والمجموعات الأخرى، تحت إشراف وزارة الداخلية.

22. Similarly, it is worth pointing out that the office in Colombia has not noticed specific actions by the Government and the Congress aimed at strengthening the Ombudsman's Office, in accordance with the recommendations of the High Commissioner.
22- وجدير بالذكر أيضاً أن مكتب المفوض السامي في كولومبيا لم يلاحظ اتخاذ تدابير محددة من جانب الحكومة والكونغرس تهدف إلى تعزيز مكتب أمين المظالم، وفقاً لتوصيات المفوض السامي.

134. The High Commissioner urges the Government and the Congress to provide the Procurator-General's Office and the Ombudsman's Office with the necessary resources so that they can establish a presence in zones with a high percentage of indigenous, AfroColombian and displaced populations and in zones where these institutions are still not present.
134- وتحث المفوضة السامية الحكومة والكونغرس على تزويد مكتب الوكيل العام ومكتب أمين المظالم بالموارد اللازمة التي تمكنهما من التواجد في المناطق التي تضم نسبة مئوية عالية من السكان الأصليين والكولومبيين الأفريقيي الأصل والمشردين وفي المناطق التي لا تتواجد فيها هاتان المؤسستان حتى الآن.
