44. Some States underlined the fact that the Vienna document indicated that, while the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind, it was the duty of States, regardless of their political, economic and cultural systems, to promote and protect all human rights and fundamental freedoms.
44- وأكدت بعض الدول على أن وثيقة فيينا بيَّنت أنه في حين يتوجب أن توضع في الاعتبار أهمية الخاصيات الوطنية والإقليمية ومختلف الخلفيات التاريخية والثقافية والدينية، فإن من واجب الدول، بصرف النظر عن نظمها السياسية والاقتصادية والثقافية، تعزيز وحماية جميع حقوق الإنسان والحريات الأساسية.

As stated in the Vienna Declaration and Programme of Action " while the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind, it is the duty of States, regardless of their political, economic and cultural systems, to promote and protect all human rights and fundamental freedoms " .
وكما ورد في إعلان وبرنامج عمل فيينا " فإنه على الرغم من وجوب مراعاة أهمية الخاصيات الوطنية والإقليمية ومختلف المشارب التاريخية والثقافية والدينية، فإن على الدول، بصرف النظر عن نظُمها السياسية والاقتصادية والثقافية، تعزيز وحماية جميع حقوق الإنسان والحريات الأساسية " .
