(c) In arranging informal meetings, during sessions of the Commission on Narcotic Drugs, with the main States that import and produce opiate raw materials;
(ج) في الترتيب لاجتماعات غير رسمية، أثناء دورات لجنة المخدرات، مع الدول الرئيسية التي تستورد الخامات الأفيونية وتنتجها؛

4. Urges the Governments of all countries where, in the past, opium poppy has not been cultivated for the licit production of opiate raw materials, in the spirit of collective responsibility, to refrain from engaging in the commercial cultivation of opium poppy, in order to avoid the proliferation of supply sites;
4 - يحث حكومات جميع البلدان التي لم يكن خشخاش الأفيون في الماضي يُزرع فيها لأغراض إنتاج الخامات الأفيونية المشروع، على أن تستلهم روح المسؤولية الجماعية، فتمتنع عن القيام بزراعة خشخاش الأفيون لأغراض تجارية، منعا لانتشار مواقع التوريد؛

(a) In urging the Governments concerned to adjust global production of opiate raw materials to a level corresponding to actual licit needs and to avoid unforeseen imbalances between the licit supply of and demand for opiates caused by the exportation of products manufactured from seized and confiscated drugs;
(أ) في حثّ الحكومات المعنية على جعل حجم الإنتاج العالمي من الخامات الأفيونية متوافقا مع الاحتياجات المشروعة الفعلية، وعلى اجتناب ما يحدثه تصدير المنتجات المصنوعة من المخدرات المضبوطة والمصادرة من اختلالات في التوازن غير متوقّعة بين العرض المشروع للمواد الأفيونية والطلب المشروع عليها؛

(a) In urging the Governments concerned to adjust global production of opiate raw materials to a level corresponding to actual licit needs and to avoid unforeseen imbalances between the licit supply of and demand for opiates caused by the exportation of products manufactured from seized and confiscated drugs;
(أ) في حثّ الحكومات المعنية على أن تكيّف حجم الإنتاج العالمي من الخامات الأفيونية بحيث يكون مكافئا لحجم الاحتياجات المشروعة الفعلية، وأن تجتنب أي اختلال غير متوقع بين العرض المشروع للمواد الأفيونية والطلب المشروع عليها ينجم عن تصدير منتجات مصنوعة من العقاقير المضبوطة والمصادرة؛
