وقد عقد فريق الخبراء المخصّص اجتماعا في عام 2005، أثناء الدورة الثانية والأربعين للجنة الفرعية العلمية والتقنية، ضمَّ خبراء من 26 دولة عضوا و4 منظمات حكومية دولية ومنظمات غير حكومية.

The work of the ad hoc expert group was supported by the Office for Outer Space Affairs.

The gateway function includes the following five activities identified by the ad hoc expert group:

Following an in-depth review of the advantages and disadvantages of the options, the ad hoc expert group concluded that the entity should be implemented as a United Nations programme of the Office for Outer Space Affairs.
وعقب القيام باستعراض متعمّق لمزايا ومساوئ الخيارات، خلص فريق الخبراء المخصّص إلى أنه ينبغي تنفيذ إنشاء الهيئة بصفتها أحد برامج الأمم المتحدة، يتبع لمكتب شؤون الفضاء الخارجي.

2. The ad hoc expert group was established and held a meeting during the fortysecond session of the Scientific and Technical Subcommittee, in 2005.
2- وقد أنشئ فريق الخبراء المخصّص واجتمع خلال الدورة الثانية والأربعين للجنة الفرعية العلمية والتقنية في عام 2005.

7. The Subcommittee agreed on the following steps forward with regard to the work of the ad hoc expert group:

The ad hoc expert group indicated that an optimal organizational framework would be to have the new programme as a centralized United Nations programme implemented by the Office for Outer Space Affairs.
52- بيّن فريق الخبراء المخصّص أن الإطار التنظيمي الأمثل هو أن يكون البرنامج الجديد عبارة عن برنامج مركزي تابع للأمم المتحدة يتولى تنفيذه مكتب شؤون الفضاء الخارجي.

6. While expressing its appreciation for the role and functions of the proposed entity, the Subcommittee agreed that its creation should not lead to duplication of efforts and that close consultation was required between the ad hoc expert group and other organizations that had ongoing initiatives in the use of space technology for disaster management.
6- وفيما أعربت اللجنة الفرعية عن تقديرها لدور الهيئة المقترحة ووظائفها، اتفقت في الوقت ذاته على أن إنشاءها لا ينبغي أن يفضي إلى ازدواجية في الجهود المبذولة، وأن ذلك يقتضي التشاور الوثيق بين فريق الخبراء المخصّص وسائر المنظمات التي لها مبادرات جارية في مجال استعمال تكنولوجيا الفضاء في إدارة الكوارث.

10. The ad hoc expert group and the Office for Outer Space Affairs held three meetings with the GEO Secretariat in order to discuss ways to ensure that GEOSS and DMISCO work in a coordinated and effective manner.
10- عقد فريق الخبراء المخصّص ومكتب شؤون الفضاء الخارجي ثلاثة اجتماعات مع أمانة الفريق المختص برصد الأرض لمناقشة السبل التي تكفل التعاون بين جيوس والهيئة بشكل منسّق وفعّال.

16. Building upon the study of the Action Team, the ad hoc expert group identified the needs of the disaster management community and the relevant initiatives of the space community.
16- وانطلاقا من دراسة فريق العمل المذكور، حدّد فريق الخبراء المخصّص احتياجات الأوساط المعنية بإدارة الكوارث ومبادرات الأوساط الفضائية ذات الصلة.

9. As requested by the Subcommittee, the ad hoc expert group, with the support of the Office for Outer Space Affairs, carried out consultations with representatives of the following initiatives: GEOSS, the International Charter " Space and Major Disasters " , UNOSAT and ISDR, among others.
9- بناءً على طلب اللجنة الفرعية، أجرى فريق الخبراء المخصّص بمساعدة مكتب شؤون الفضاء الخارجي مشاوراتٍ مع ممثّلي المبادرات التالية: جيوس والميثاق الدولي بشأن الفضاء والكوارث الكبرى ويونوسات والاستراتيجية الدولية للحدّ من الكوارث وعدّة مبادرات أخرى.

Following that meeting, a representative of the Office made a presentation, on behalf of the ad hoc expert group, to the GEO Working Group on Tsunami Activities at its meeting held in Paris on 27 and 28 February 2006.
وفي أعقاب ذلك الاجتماع، قدّم ممثّل عن المكتب عرضا نيابة عن فريق الخبراء المخصّص للفريق العامل المعني بأنشطة تسونامي التابع للفريق المختص برصد الأرض أثناء اجتماعه المعقود بباريس يومي 27 و28 شباط/فبراير 2006.

27. The ad hoc expert group discussed possible names for the proposed entity and recommended the following name: United Nations Platform for Space-based Information for Disaster Management and Emergency Response (SPIDER).
27- وناقش فريق الخبراء المخصّص الأسماء المحتملة للهيئة المقترحة، وأوصى بالاسم التالي: برنامج الأمم المتحدة للمعلومات الفضائية من أجل إدارة الكوارث والاستجابة في حالات الطوارئ (سبايدر).

7. The Office for Outer Space Affairs presented the list of planned activities, informing that the list of proposed activities was the result of a gap analysis carried out by the ad hoc expert group and contained in the report that it submitted to the Scientific and Technical Subcommittee at its forty-third session.
7- وقدّم مكتب شؤون الفضاء ا لخارجي قائمة بالأنشطة المقررة، مشيرا إلى أن قائمة الأنشطة المقترحة هي نتيجة لتحليل الثغرات الذي قام به فريق الخبراء المخصّص والذي يرد في تقرير الفريق إلى اللجنة الفرعية العلمية والتقنية في دورتها الثالثة والأربعين.

The activities carried out this year focused on contributing to the work of the ad hoc expert group tasked by the General Assembly, in its resolution 59/2, to study the possibility of creating an international entity to provide for coordination and the means of realistically optimizing the effectiveness of space-based services for use in disaster management.
وقد ركّزت الأنشطة المضطلع بها في هذا العام على الإسهام في أعمال فريق الخبراء المخصّص الذي كلّفته الجمعية العامة، في قرارها 59/2، بمهمة دراسة إمكانية إنشاء هيئة دولية توفّر التنسيق في الخدمات الفضائية والسبل التي تحقّق الفعالية في بلوغها أفضل مستوى ممكن واقعيا للاستفادة منها في إدارة الكوارث.

C. ad hoc expert group

The ad hoc expert group prepared its draft study and submitted it for consideration by the Scientific and Technical Subcommittee at its forty-third session (A/AC.105/C.1/L.285).
12- وقد أعدّ فريق الخبراء المخصّص مشروع دراسة، وقدمه إلى اللجنة الفرعية العلمية والتقنية إبّان دورتها الثالثة والأربعين (A/AC.105/C.1/L.285).

The ad hoc expert group held a meeting on 8 and 9 June 2006 to finalize its report to the Committee, including a proposed implementation plan based on the secured commitments of support made by member States to the proposed entity, and to propose a final name for the entity.
14- ثم عقد فريق الخبراء المخصّص اجتماعاً في يومي 8 و9 حزيران/يونيه 2006 بغية وضع الصيغة النهائية لتقريره المراد تقديمه إلى لجنة استخدام الفضاء الخارجي في الأغراض السلمية، والذي يتضمن خطة تنفيذية مقترحة تستند إلى التعهدات المضمونة بتقديم
