Following the publication of the report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth in the Democratic Republic of the Congo, the Government of the Republic of Burundi would like to draw the attention of the Security Council to the following:
على إثر نشر تقرير فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية، تود حكومة جمهورية بوروندي أن توجه نظر مجلس الأمن إلى ما يلي:

All parties concerned should cooperate with the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo as it continues its enquiries and completes its report.
ويجب أن يتعاون جميع الأطراف المعنيين مع فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية، الذي يواصل تحقيقاته ويعمل على إنجاز تقريره.

The Council heard a statement under rule 39 of its provisional rules of procedure by the Chairperson of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.
واستمع المجلس إلى بيان بموجب المادة 39 من نظامه الداخلي المؤقت من رئيسة فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والثروات الأخرى بجمهورية الكونغو الديمقراطية.

In accordance with the understanding reached in the Council's prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Mahmoud Kassem, Chairman of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.
ووفقا للتفاهم الذي توصل إليه المجلس في مشاوراته السابقة، وجه الرئيس، بموافقة المجلس وبموجب المادة 39 من النظام الداخلي المؤقت للمجلس، دعوة إلى محمود قاسم، رئيس فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية.

Representatives of the United Nations sanctions committees for Angola, Sierra Leone and Liberia, the Monitoring Mechanism on the situation in Angola as well as the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo were invited to plenary meetings of the Kimberley Process.
ودعي إلى حضور الجلسات العامة لعملية كيمبرلي ممثلو لجان الأمم المتحدة للجزاءات المفروضة على أنغولا وسيراليون وليبريا، وآلية رصد الحالة في أنغولا، فضلا عن فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من الثروات بجمهورية الكونغو الديمقراطية.

The questions raised included when and through what modalities Zimbabwean troops would be withdrawn; President Mugabe's recent meeting with President Kagame in Harare; the possible retention by some of the signatories of the military option; and the cooperation of the Government of Zimbabwe with the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.

In accordance with the understanding reached in the Council's prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to His Excellency Mr. Mahmoud Kassem, Chairman of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.
ووفقا للتفاهم الذي توصل إليه المجلس في مشاوراته السابقة، وجه الرئيس الدعوة، بموافقة المجلس، وبموجب المادة 39 من النظام الداخلي المؤقت للمجلس، إلى سعادة السيد محمد قاسم، رئيس فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والأشكال الأخرى للثروة في جمهورية الكونغو الديمقراطية.

412. On the basis of the foregoing, and taking into account the accepted objective and impartial character of the report by the United Nations Panel of Experts on the Illegal Exploitation of the natural resources and other wealth of the Democratic Republic of the Congo, it is impossible to refrain from describing the serious offences committed in contravention of the relevant provisions of the above-mentioned legal instruments.
412- وبناءً على ما سبق، وإزاء ذلك الطابع الموضوعي وغير المنحاز الذي اتسم به تقرير فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وأشكال الثروة الأخرى لجمهورية الكونغو الديمقراطية، لا بد وأن يُشار إلى الانتهاكات الجسيمة للأحكام ذات الصلة التي وردت في الصكوك القانونية المذكورة أعلاه.

24. Expresses its full support for the work of the panel of Experts on the Illegal Exploitation of natural resources and other forms of wealth of the Democratic Republic of the Congo, and once again urges the parties to the conflict in the Democratic Republic of the Congo and the other parties concerned to cooperate fully with it;
24 - يعرب عن كامل مساندته لأعمال فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والثروات الأخرى بجمهورية الكونغو الديمقراطية، ويحث مرة أخرى أطراف الصراع بجمهورية الكونغو الديمقراطية والأطراف المعنية الأخرى على التعاون معه تعاونا تاما؛

The Mission will continue to provide its support in the substantive (information sharing), administrative and logistics areas to the Group of Experts on the Illegal Exploitation of Natural Resources.
وستواصل البعثة تقديم دعمها في الجوانب الفنية (تبادل المعلومات) والإدارية واللوجستية إلى فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية.

The Chairman of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo, Mahmoud Kassem, presented the Panel's report (S/2002/1146) to the Security Council at a formal meeting on 24 October.
وقدم رئيس فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والثروات الأخرى في جمهورية الكونغو الديمقراطية، محمود قاسم، تقريره (S/2002/1146) إلى مجلس الأمن المنعقد في جلسة رسمية في 24 تشرين الأول/أكتوبر 2002.

At the informal consultations of the whole held on 22 January 2001, the members of the Council took up the interim report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo (S/2001/49), which was introduced by the Chairperson of the Panel.
وفي المشاورات غير الرسمية التي أجراها المجس بكامل هيئته في 22 كانون الثاني/يناير 2001، بحث أعضاء المجلس في التقرير المؤقت لفريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والثروات الأخرى بجمهورية الكونغو الديمقراطية S/2001/49))، الذي قام رئيس الفريق بعرضه.

At the informal consultations of the whole held on 18 April 2001, the members of the Council took up the report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo (see S/2001/357) and received a briefing by the Chairperson of the Panel, who introduced the report.
وفي المشاورات غير الرسمية التي أجراها المجس بكامل هيئته يوم 18 نيسان/أبريل 2001، بحث أعضاء المجلس في تقرير فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية والثروات الأخرى بجمهورية الكونغو الديمقراطية (انظر S/2001/357) واستمع إلى إحاطة من رئيس الفريق الذي قام بعرض التقرير.

Letter dated 3 April (S/2001/338) from the Secretary-General addressed to the President of the Security Council, recommending that the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo submit its final report to the Council by 16 April 2001.
