The Commission commends UNRWA for the progress made in reforms of its programmes in health and education under the sustaining change plan and for the improved effectiveness in delivering services to refugees in cooperation with host countries, and urges UNRWA to continue the dialogue with stakeholders in the planning and implementation of those reforms and to continue to incorporate greater efficiencies in programming.

The general activities of the Office with non-governmental organizations continued to focus on the Partnership in Action process, the Plan of Action and Recommendations drawn up by non-governmental organizations and UNHCR at Oslo in June 1994, and the promotion of closer cooperation and coordination in all aspects of the work of UNHCR, in order to improve delivery of services to refugees and other populations of concern to the Office.

إن الطموح نحو الإبقاء على القضية السياسية على حساب احتياجات اللاجئين الإنسانية، حسب ما يتجلي في القرارات، واضح أيضا في الواقع العملي، حيث إن السلطة الفلسطينية ذاتها لا تضطلع بالمسؤولية عن تزويد السكان اللاجئين بالخدمات، حتى في المناطق التي تخضع لسيطرتها الكاملة، وتصر على أن تتولى الأونروا وحدها تقديم تلك الخدمات إلى اللاجئين.
