20. ICSC considered the general principle and methodology for establishing the conditions of service of the General Service category according to the following plan:
٢٠ - ونظرت لجنة الخدمة المدنية الدولية في المبدأ العام والمنهجية المتعلقين بتجديد شروط الخدمة لفئة الخدمات العامة طبقا للخطة التالية:

1. Reaffirms that the Flemming principle should continue to serve as the basis for determining the conditions of service of the General Service and related categories;
١ - تؤكد مجددا على وجوب الاستمرار في اﻷخذ بمبدأ فليمنغ كأساس لتحديد شروط الخدمة لفئة الخدمات العامة والفئات المتصلة بها؛

Recalling section II.A of its resolution 52/216, in which it reaffirmed that the Flemming principle should continue to serve as the basis for determining the conditions of service of the General Service and related categories and endorsed the revised methodology for surveys of best prevailing conditions of employment for these categories,
إذ تشير إلى الجزء الثاني - ألف من قرارها 52/216 الذي أكدت فيه مجددا وجوب الاستمرار في الأخذ بمبدأ فليمنغ كأساس لتحديد شروط الخدمة لفئة الخدمات العامة والفئات المتصلة بها، وأيدت المنهجية المنقحة لإجراء الدراسات الاستقصائية لأفضل شروط الخدمة لتلك الفئات،

5. The fundamental principle underlying the setting of salaries and the determination of conditions of service for the General Service and related categories, at both Headquarters and non-Headquarters duty stations, is that they should be based on the best prevailing conditions of employment found locally for similar work.
٥ - والمبدأ اﻷساسي القائم عليه أمر تحديد المرتبات وتقرير شروط الخدمة لفئة الخدمات العامة والفئات ذات الصلة، في مقار العمل سواء بالمقر الرئيسي أو خارجه، هو الاستناد إلى أفضل شروط التوظيف السائدة محليا لﻷعمال المماثلة.
