3- وقرر الأطراف فـي الدورة الخامسة لمؤتمر الأطراف المعقودة فـي تشرين الأول/أكتوبر 2001، (المقرر 1/م أ-5) إنشاء لجنة لاستعراض تنفيذ الاتفاقية بوصفها إحدى الهيئات الفرعية لمؤتمر الأطراف لمساعدة الأطراف على استعراض تنفيذ الاتفاقية بانتظام.

In the absence of an offer from a Party to host COP 5 and in accordance with rule 3 of the draft rules of procedure of the COP and its subsidiary bodies being applied,See document FCCC/CP/1996/2. the Executive Secretary informed the Parties in his message dated 17 December 1998 that the fifth session of the COP will be convened during the period 25 October to 5 November 1999 in Bonn.
