2- إن سحب إعلان مقدم بموجب المادة 22 من الاتفاقية لا يخل بالنظر في أي مسألة تشكل موضوع شكوى سبقت إحالتها بمقتضى تلك المادة، وأي شكوى أخرى مقدمة من أي فرد أو باسمه لا يجوز تسلمها بموجب هذه المادة بعد تسلم الأمين العام إخطار سحب الإعلان، ما لم تكن الدولة الطرف المعنية قد أصدرت إعلاناً جديداً.

4. During the period of the inquiry, the Committee may defer the consideration of any report that the State party concerned may have submitted pursuant to article 18 of the Convention.
4 - يجوز للجنة أن تقوم، خلال فترة التحقيق، بإرجاء النظر في أي تقرير ربما تكون الدولة الطرف المعنية قد قدمته عملا بالمادة 18 من الاتفاقية.

Since the Convention entered into force in 1982, the Committee's practice has been to observe the four-yearly periodicity foreseen in article 18, irrespective of whether the State party concerned has fallen behind in its reporting obligations, or if the consideration of a State party's report by the Committee has been delayed.

2. The Subcommittee shall postpone any such mission if the State party concerned has agreed to a visit to its territory by the Committee against Torture pursuant to article 20, paragraph 3, of the Convention.
2- ترجئ اللجنة الفرعية إيفاد البعثة إذا كانت الدولة الطرف المعنية قد قبلت زيارة لأراضيها تطبيقاً للفقرة 3 من المادة 20 من الاتفاقية.

3. A communication may not be declared admissible unless the State party concerned has received the text of the communication and has been given an opportunity to furnish information or observations as provided in paragraph 1 of this rule, including information relating to the exhaustion of domestic remedies.
٣ - لا يجوز اعتبار أية رسالة مقبولة ما لم تكن الدولة الطرف المعنية قد تلقت نص الرسالة وأتيحت لها فرصة تقديم معلومات أو ملاحظات، على نحو ما تنص عليه الفقرة ١ من هذه المادة، بما في ذلك المعلومات المتعلقة باستنفاد وسائل الانتصاف الداخلية.
