8- واللجنة إذ تحيط علماً بالنظام الوحيد للديمقراطية المباشرة في الدولة الطرف، تعرب عن قلق بالغ لعدم وجود ضمانات كافية تكفل عدم تناقض المبادرات الشعبية التي يقترحها المواطنون، مع التزامات الدولة الطرف بموجب الاتفاقية (المادة 2).

The Committee draws the attention of the State party to its general recommendation XIII on the training of law enforcement officials in the protection of human rights, and invites the State party to consider reforming the Police Academy's education programme so as to ensure a better understanding of the norms and values in different cultures and to inform trainees about the obligations of the State party under the Convention.

Furthermore, the policy must ensure that there are strong and focused bodies (national women's machinery) within the executive branch of the Government that will take initiatives, coordinate and oversee the preparation and implementation of legislation, policies and programmes necessary to fulfil the obligations of the State party under the Convention.
