B. Attribution of conduct to a State under international law
باء - نسب التصرف إلى الدولة بمقتضى القانون الدولي

Conduct which is not attributable to a State under the preceding articles shall nevertheless be considered an act of that State under international law if and to the extent that the State acknowledges and adopts the conduct in question as its own.
التصرف الذي لا ينسب إلى الدولة بموجب المواد السابقة يعتبر مع ذلك فعلا صادرا عن هذه الدولة بمقتضى القانون الدولي إذا اعترفت هذه الدولة بذلك التصرف واعتبرته صادرا عنها وبقدر هذا الاعتراف والاعتبار.

The conduct of an organ placed at the disposal of a State by another State shall be considered an act of the former State under international law if the organ is acting in the exercise of elements of the governmental authority of the State at whose disposal it is placed.
يعتبر فعلا صادرا عن الدولة بمقتضى القانون الدولي تصرف جهاز يوضع تحت تصرف هذه الدولة من قِبل دولة أخرى إذا كان هذا الجهاز يتصرف ممارسة لبعض اختصاصات السلطة الحكومية للدولة التي يوضع الجهاز تحت تصرفها.

1. The conduct of an insurrectional movement which becomes the new government of a State shall be considered an act of that State under international law.
1 - يعتبر فعلا صادرا عن الدولة بمقتضى القانون الدولي تصرف أي حركة تمردية تصبح هي الحكومة الجديدة لتلك الدولة.

الفصل الثاني - " فعل الدولة " بمقتضى القانون الدولي

1. The conduct of a person or a group of persons not acting on behalf of the State shall not be considered as an act of the State under international law.
١ - لا يعتبر فعلا صادرا عن الدولة بمقتضى القانون الدولي تصرف شخص أو مجموعة من اﻷشخاص لا يعمل لحساب هذه الدولة.

The conduct of an organ of an international organization acting in that capacity shall not be considered as an act of a State under international law by reason only of the fact that such conduct has taken place in the territory of that State or in any other territory under its jurisdiction.
لا يعتبر فعلا صادرا عن الدولة بمقتضى القانون الدولي تصرف جهاز من أجهزة منظمة دولية، يعمل بهذه الصفة، لمجرد القيام بهذا التصرف في إقليم تلك الدولة أو في أي إقليم آخر خاضع لولايتها.
