Mr. Hodgkins (United States of America) said that the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies (Outer Space Treaty) had established the principle of freedom of exploration and use of outer space by all States and created a legal framework which promoted international space cooperation among developed and developing countries.
