Article 13 requires States parties to recognize the right of everyone to education, and article 15 grants everyone the right to take part in cultural life.
والمادة 13 تطالب الدول الأطراف بالاعتراف لكل فرد بحقه في التربية والتعليم، والمادة 15 تمنح كل فرد الحق في المشاركة في الحياة الثقافية.

43. Article 12 of the Convention requires States parties to recognize persons with disabilities as individuals before the law, possessing legal capacity, including capacity to act, on an equal basis with others.

70. In its general comment No. 21, on the right of everyone to take part in cultural life (article 15, paragraph 1 (a), of the Covenant), the Committee stated that that right entails an obligation of States parties to recognize, respect and protect minority cultures as an essential component of the identity of States.
