iV. VIOLATIONS 32. A distinction should be drawn between the inability and the unwillingness of States parties to comply with their obligations under article 6.

2. In order to assist the States parties in fulfilling their obligations under article 18, the Committee recommends that the States parties follow general guidelines as to the form, content and date of reports.
