Encourages the ongoing efforts of Member States in addressing the world drug problem, including by fighting drug trafficking and drug abuse and by preventing the diversion of precursor chemicals, and in continuing to ensure the availability of controlled substances for medical and scientific purposes, while preventing their diversion and abuse;
2- تشجِّع الجهود الجارية التي تبذلها الدول الأعضاء في التصدي لمشكلة المخدّرات العالمية، بوسائل منها مكافحة الاتجار بالمخدّرات وتعاطي المخدّرات، ومنع تسريب السلائف الكيميائية، ومواصلة كفالة توفُّر المواد الخاضعة للمراقبة للأغراض الطبية والعلمية، مع منع تسريبها وتعاطيها؛

2. Notes, in this context, the need for effective and coordinated action at the local, national, regional and international levels to combat the epidemic and to mitigate its impact and the need for a coherent United Nations response to assist Member States to address this issue;
2 - يلاحظ ضرورة العمل في هذا السياق على نحو منسق وفعال على الصعد المحلي والوطني والإقليمي والدولي لمكافحة الوباء والتخفيف من آثاره، وضرورة أن تستجيب الأمم المتحدة على نحو متسق لمساعدة الدول الأعضاء في التصدي لهذه المسألة؛
