وإلى أن تُبرَم تلك المعاهدة، ندعو جميع الدول الحائزة للأسلحة النووية والدول غير الأطراف في معاهدة عدم الانتشار إلى التعهد علانية بعدم إنتاج مواد انشطارية لاستخدامها في إنتاج أسلحة نووية أو أي أجهزة متفجرة أخرى.

16. The Conference calls upon all nuclear-weapon States and States not parties to the Treaty on the Non-Proliferation of Nuclear Weapons to declare moratoriums on the production of fissile material for any nuclear weapons pending the entry into force of the Fissile Material Cut-off Treaty.
16 - ويطلب المؤتمر إلى جميع الدول الحائزة للأسلحة النووية والدول غير الأطراف في معاهدة عدم انتشار الأسلحة النووية أن تعلن الوقف الاختياري لإنتاج المواد الانشطارية بغرض استخدامها في الأسلحة النووية ريثما تدخل معاهدة وقف إنتاج المواد الانشطارية حيز النفاذ.

(d) Paragraphs 326 and 327 address the issue of the nuclear-weapon States and States not parties to the Treaty participating in multilateral nuclear approaches.

9- وندعو كافة الدول الحائزة للأسلحة النووية والدول غير الأطراف في معاهدة عدم الانتشار أن تعلن الوقف الطوعي لإنتاج المواد الانشطارية لأغراض الأسلحة النووية والأجهزة النووية المتفجرة الأخرى وأن تلتزم به، بانتظار إجراء المفاوضات بشأن وضع معاهدة لوقف إنتاج المواد الانشطارية ودخولها حيز النفاذ.
