وأي شكل من الاستمرارية يضع جمهورية يوغوسلافيا الاتحادية في مركز مميز على الدول اﻷخرى الخليفة هو شكل مرفوض ليس لدى كرواتيا فحسب بل لدى باقي الدول الخليفة والمجتمع الدولي أيضا.

The equality of all of the successor States in every respect has been confirmed by the relevant resolutions of the General Assembly and the Security Council and the opinions of the Arbitration Commission of the International Conference on the former Yugoslavia.
وقد أكدت على تساوي جميع الدول الخليفة بكل وجه من اﻷوجه قرارات الجمعية العامة ومجلس اﻷمن ذات الصلة وآراء لجنة التحكيم التابعة للمؤتمر الدولي المعني بيوغوسلافيا السابقة.

The five successor States welcomed the Secretary-General's report, which provided a good basis for reaching an acceptable agreement on the issue, but regretted that it did not include the views and recommendations of the five States.
وأعرب عن ترحيب الدول الخليفة الخمس بتقرير الأمين العام، الذي يقدم أساسا جيدا من أجل التوصل إلى اتفاق مقبول بشأن المسألة، بيد أنه أعرب عن أسفه لأن التقرير لم يتضمن وجهات نظر الدول الخمس وتوصياتها.

13. As regards that part of the arrears of the former Yugoslavia that occurred to its charge subsequent to the dissolution of the Socialist Federal Republic of Yugoslavia, those debts should not be attributed to any of the successor States.
13 - أما فيما يتعلق بذلك الجزء من متأخرات يوغوسلافيا السابقة التي ترتبت عقب حل جمهورية يوغوسلافيا الاتحادية الاشتراكية فينبغي ألا يعزى إلى أي من الدول الخليفة.

Regarding the status of the Federal Republic of Yugoslavia in international organizations, Croatia is of the view that the Federal Republic of Yugoslavia, as one of the successor States to the former Socialist Federal Republic of Yugoslavia, must apply for membership in international organizations.
الخلافة فيما يتعلق بمركز جمهورية يوغوسلافيا الاتحادية في المنظمات الدولية، ترى كرواتيا أنه لا بد لجمهورية يوغوسلافيا الاتحادية، بوصفها إحدى الدول الخليفة لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة، من التقدم بطلب الانضمام إلى المنظمات الدولية.

(a) It affirms the importance and the urgency of the successor States to the former Yugoslavia recognizing one another;

2. Invites successor States that have not yet done so to accede to the International Convention on the Elimination of All Forms of Racial Discrimination if predecessor States were not parties to it;
٢ - تدعو الدول الخليفة التي لم تفعل ذلك بعد الى الانضمام الى الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، في حال عدم كون الدول السابقة أطرافا فيها؛

1. In the light of the inventory in the report by the Chairman of the Working Group on Economic Issues, what assets and liabilities should be divided between the successor States to the former Socialist Federal Republic of Yugoslavia during the succession process?
١ - في ضوء الجرد الوارد في تقرير رئيس الفريق العامل المعني بالمسائل الاقتصادية، ما هي اﻷصول والخصوم التي ينبغي تقسيمها بين الدول الخليفة لجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة أثناء عملية الخلافة؟

1. Encourages successor States that have not yet done so to confirm to the Secretary-General, as depositary of the International Convention on the Elimination of All Forms of Racial Discrimination, that they continue to be bound by obligations under that Convention, if predecessor States were parties to it;
١ - تشجع الدول الخليفة التي لم تفعل ذلك بعد على أن تؤكد لﻷمين العام، بوصفه وديعا للاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، بأنها ستستمر في تقيدها بالالتزامات المترتبة بموجب هذه الاتفاقية، في حال كون الدول السابقة أطرافا فيها؛

3. Invites successor States to consider the importance of making the declaration under article 14, paragraph 1, of the International Convention on the Elimination of All Forms of Racial Discrimination, recognizing the competence of the Committee on the Elimination of Racial Discrimination to receive and consider individual communications.
٣ - تدعو الدول الخليفة الى النظر في أهمية إصدار اعلان بموجب الفقرة ١ من المادة ١٤ من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، تعترف فيه باختصاص لجنة القضاء على التمييز العنصري في تلقي رسائل من اﻷفراد والنظر فيها؛

In case the view that the Socialist Federal Republic of Yugoslavia has dissolved be adopted as a starting-point, then the Federal Republic of Yugoslavia (Serbia and Montenegro) shall be considered but one of the successor States.
وفي حالة اعتماد الرأي القائل بأن جمهورية يوغوسلافيا الاتحادية الاشتراكية قد حُلت كنقطة بداية، عندئذ لا يمكن اعتبار جمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود( سوى دولة واحدة من الدول الخليفة.

12. In accordance with the rules of general international law regarding the succession of States in respect of State debts, the United Nations should decide that the successor States of the Socialist Federal Republic of Yugoslavia are responsible only for payment of that part of the debts of the former Yugoslavia that occurred to its charge prior to the dissolution of the Socialist Federal Republic of Yugoslavia.
12 - ووفقا لقواعد القانون الدولي العام بشأن خلافة الدول فيما يتعلق بالديون المترتبة على الدولة، يجب أن تقرر الأمم المتحدة أن الدول الخليفة لجمهورية يوغوسلافيا الاتحادية الاشتراكية مسؤولة فقط عن دفع ذلك الجزء من ديون يوغوسلافيا السابقة التي ترتبت عليها قبل حل جمهورية يوغوسلافيا الاتحادية الاشتراكية.

19. In accordance with the rules of general international law regarding the succession of States in respect of State debts, the United Nations might decide to request the five successor States to pay that part of the debts of the former Yugoslavia that had accrued prior to the dissolution of the Socialist Federal Republic of Yugoslavia.
19 - وقال إنه وفقا لمواد القانون الدولي العام بشأن خلافة الدول فيما يتعلق بالديون المترتبة على الدولة، قد تقرر الأمم المتحدة أن تطالب الدول الخليفة الخمس بدفع ذاك الجزء من ديون يوغوسلافيا السابقة الذي ترتب قبل حل جمهورية يوغوسلافيا الاتحادية الاشتراكية.
