Decisions of the Meeting on amendments to proposals relating to questions of substance, and on parts of such proposals put to the vote separately, shall be made by a two-thirds majority of the States Parties present and voting, provided that such majority includes a majority of the States Parties participating in the Meeting of States Parties.
تتخذ قرارات الاجتماع المتعلقة بتعديلات على مقترحات ذات صلة بمسائل موضوعية، وبأجزاء من تلك المقترحات أجري عليها تصويت مستقل، بأغلبية ثلثي الدول اﻷطراف الحاضرة والمصوتة، بشرط أن تشمل هذه اﻷغلبية أغلبية الدول اﻷطراف المشتركة في اجتماع الدول اﻷطراف. المادة ٦٥

1. The President may declare a meeting open and permit the debate to proceed when representatives of at least one third of the States Parties, participating in the meeting, are present.
١ - للرئيس أن يعلن افتتاح الجلسة وأن يسمح بالمناقشة عندما يكون ممثلو ما لا يقل عن ثلث الدول اﻷطراف المشتركة في اجتماع الدول اﻷطراف حاضرين.

Decisions of the Meeting of States Parties on amendments to proposals relating to questions of substance, and on parts of such proposals put to the vote separately, shall be made by a two-thirds majority of the States Parties present and voting, provided that such majority includes a majority of the States Parties, participating in the Meeting.
تتخذ قرارات اجتماع الدول اﻷطراف المتعلقة بتعديلات على مقترحات ذات صلة بمسائل موضوعية، وبأجزاء تلك المقترحات التي تطرح لتصويت مستقل، بأغلبية ثلثي الدول اﻷطراف الحاضرة والمصوتة، بشرط أن تشمل هذه اﻷغلبية أغلبية الدول اﻷطراف المشتركة في الاجتماع. المادة ٦٢

These rules of procedure may be amended by a decision of the Meeting of States Parties taken by a two-thirds majority of the States Parties present and voting, provided it includes a majority of States Parties participating in the meeting, after the Bureau has reported on the proposed amendment.
يجوز تعديل هذا النظام الداخلي بقرار يتخذه اجتماع الدول اﻷطراف بأغلبية ثلثي الدول اﻷطراف الحاضرة والمصوتة، شريطة أن تشمل غالبية الدول اﻷطراف المشتركة في الاجتماع، وبعد أن يكون المكتب قد قدم تقريرا عن التعديل المقترح.
