Annex I deals with the question of submissions relating to disputes between States with opposite or adjacent coasts or to unresolved maritime or land disputes.
ويتناول المرفق اﻷول مسألة الطلبات المتعلقة بالمنازعات بين الدول ذات السواحل المتقابلة أو المتلاصقة أو في حالات النزاع البري أو البحري التي لم تحل.

2. The actions of the Commission shall not prejudice matters relating to delimitation of boundaries between States with opposite or adjacent coasts.

Under the provisions of both article 76 and Annex II to the Convention, the Commission shall make recommendations to coastal States on matters related to the establishment of the outer limits of their continental shelves where they extend beyond 200 nautical miles: the Commission's recommendations and actions are to be without prejudice to the delimitation of boundaries between States with opposite or adjacent coasts.

Article 9 of Annex II to the Convention unequivocally states that " the actions of the Commission shall not prejudice matters relating to delimitation of boundaries between States with opposite or adjacent coasts " .
وتنص المادة 9 من المرفق الثاني بما لا يدع مجالا للشك على ما يلي " لا تخلّ أعمال اللجنة بالأمور المتعلقة بتعيين الحدود بين الدول ذات السواحل المتقابلة أو المتلاصقة " .

It decided that annex I, containing provisions for handling a submission by a coastal State which may involve a delimitation dispute between States with opposite or adjacent coasts, or other cases of unresolved land or maritime disputes, would only be adopted after its consideration by the Meeting of States Parties.
وقررت ألا يعتمد المرفق اﻷول المتضمن لﻷحكام المتعلقة بتناول طلب دولة ساحلية قد ينطوي على نزاع متعلق بتعيين الحدود بين الدول ذات السواحل المتقابلة أو المتلاصقة أو حالات أخرى من حالات النزاعات البرية أو البحرية التي لم تتم تسويتها، إلا بعد أن ينظر فيه اجتماع الدول اﻷطراف.

Before addressing them specifically, he observed that in general these communications concerned the issue of overlapping continental shelf entitlements and the determination of continental shelf boundaries between States with opposite or adjacent coasts and that Nicaragua had communicated its views through five notes verbales, all dated 20 December 2013, addressed to the Secretary-General.
وقبل التطرق إليها بصورة محددة، لاحظ أن هذه الرسائل تتعلق عموما بمسألة تداخل استحقاقات الجرف القاري وتحديد حدود الجرف القاري بين الدول ذات السواحل المتقابلة أو المتلاصقة وأن نيكاراغوا قد أبلغت آراءها من خلال خمس مذكرات شفوية، كلها مؤرخة 20 كانون الأول/ديسمبر 2013 وموجهة إلى الأمين العام.

Cyprus recalls that the Convention provides that the delimitation of the exclusive economic zone/the continental shelf between States with opposite or adjacent coasts shall be effected by agreement on the basis of international law.
وتشير قبرص إلى أنّ الاتفاقية تنص على ضرورة التقيد بأحكام القانوني الدولي في الاتفاق على تعيين حدود المنطقة الاقتصادية الخالصة/الجرف القاري بين الدول ذات السواحل المتقابلة أو المتلاصقة.

وعنوان المرفق اﻷول هو " الطلبات المقدمة في حالات نشوب نزاع بين الدول ذات السواحل المتقابلة أو المتلاصقة أو في الحالات اﻷخرى المتعلقة بنزاعات برية أو بحرية غير مسواة " .

77. The purpose of the Commission is to facilitate the implementation of the Convention in respect of the establishment of the outer limits of the continental shelf beyond 200 miles from the baselines from which the breadth of the territorial sea is measured; its recommendations and actions shall not prejudice matters relating to the delimitation of boundaries between States with opposite or adjacent coasts.
٧٧ - يتمثل هدف اللجنة في تيسير تنفيذ الاتفاقية فيما يتصل بتعيين الحدود الخارجية للجرف القاري وراء ٢٠٠ ميل من خطوط اﻷساس التي يقاس منها عرض البحر الاقليمي؛ ولا يجوز لتوصيات اللجنة وإجراءاتها أن تمس المسائل المتصلة بتعيين الحدود بين الدول ذات السواحل المتقابلة أو المتلاصقة.

1. The delimitation of the continental shelf between States with opposite or adjacent coasts shall be effected by agreement on the basis of international law, as referred to in Article 38 of the Statute of the International Court of Justice, in order to achieve an equitable solution.
