According to the Optional Protocol to the Convention, adopted by the General Assembly in 1999, the Committee may receive and consider communications from individuals claiming to be victims of a violation of any of the rights set forth in the Convention by a State party.
وبموجب البروتوكول الاختياري الملحق بالاتفاقية، الذي اعتمدته الجمعية العامة في عام 1999، يجوز للجنة أن تتلقى وأن تنظر في البلاغات التي ترد من الأفراد الذين يدّعون أنهم ضحايا انتهاك دولة طرف لأي من الحقوق المنصوص عليها في الاتفاقية.

(a) Individuals and groups of individuals The majority of the existing United Nations communications procedures expressly give standing only to individuals claiming to be victims, namely natural persons.
(أ) الأفراد ومجموعات الأفراد -تقتصر غالبية إجراءات تقديم البلاغات القائمة لدى الأمم المتحدة على منح أحقية تقديم البلاغات للأفراد الذين يدّعون أنهم ضحايا فقط ، أي الأشخاص الطبيعيين.

By adhering to the Optional Protocol, a State party to the Covenant recognizes the competence of the Committee to receive and consider communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant (preamble and art. 1).
فالدول الأطراف، بانضمامها إلى البروتوكول الاختياري، تعترف باختصاص اللجنة في أن تتلقى بلاغات من الأفراد الذين يدّعون أنهم ضحايا انتهاكات لأي حق من الحقوق المنصوص عليها في العهد وأن تنظر فيها (الديباجة والمادة 1).

ARTICLE 22 OF THE CONVENTION 73. Under article 22 of the Convention, individuals who claim to be victims of a violation by a State party of the provisions of the Convention may submit a complaint to the Committee against Torture for consideration, subject to the conditions laid down in that article.
73- عملاً بالمادة 22 من الاتفاقية، يجوز للأفراد الذين يدّعون أنهم ضحايا انتهاك دولة طرف لأحكام الاتفاقية التقدم بشكاوى إلى لجنة مناهضة التعذيب للنظر فيها وفقاً للشروط المبينة في تلك المادة.

The Committee welcomes the establishment of the Federal Anti-Discrimination Office within the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, which provides legal advice to individuals who claim to have been victims of racial discrimination.
5- وترحب اللجنة بإنشاء المكتب الاتحادي لمكافحة التمييز ضمن الوزارة الاتحادية لشؤون الأسرة والمواطنين المسنين والمرأة والشباب، وهو يُعنى بتقديم المشورة القانونية للأفراد الذين يدّعون أنهم ضحايا للتمييز العنصري.

It further observes that, by adhering to the Optional Protocol, a State party to the Covenant recognizes the competence of the Committee to receive and consider communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant (preamble and art. 1).
وتلاحظ اللجنة أيضاً أن الدولة الطرف في العهد، بانضمامها إلى البروتوكول الاختياري، تقر باختصاص اللجنة في أن تتلقى وتنظر في بلاغات الأفراد الذين يدّعون أنهم ضحايا انتهاك أي حق من الحقوق المنصوص عليها في العهد (الديباجة والمادة 1).

In cases in which the States parties to CERD have established or indicated a national body competent to receive petitions from individuals or groups claiming to be victims of racial discrimination, petitioners to CERD may bring the matter to the Committee's attention only if they failed to obtain satisfaction from this national body.
وفي الحالات التي تكون الدول الأطراف في اتفاقية القضاء على التمييز العنصري قد أنشأت أو حددت هيئة وطنية مختصة لتلقي التماسات الأفراد أو جماعات الأفراد الذين يدّعون أنهم ضحايا التمييز العنصري، فإنه لا يجوز لهؤلاء المشتكين أن يعرضوا المسألة على لجنة القضاء على التمييز العنصري إلا إذا أخفقوا في الحصول على نتيجة مرضية من الهيئة الوطنية.
