The Committee notes with deep concern that children living in the OPT continue to be:
وتلاحظ اللجنة بقلق عميق أن الأطفال الذين يعيشون في الأرض الفلسطينية المحتلة ما زالوا يتعرضون لما يلي:

(c) The devastating impact on the right to life, survival and development of children living in the OPT of the construction of the Wall as well as the Gaza blockade imposed since 2007 which was considered by the International Committee of the Red Cross as a collective punishment imposed in clear violation of Israel's obligations under international humanitarian law.
(ج) الأثر المدمر الذي يخلفه على حق الأطفال الذين يعيشون في الأرض الفلسطينية المحتلة في الحياة والبقاء والنمو بناءُ الجدار فضلاً عن الحصار المفروض على غزة منذ عام 2007 والذي اعتبرته اللجنة الدولية للصليب الأحمر عقاباً جماعياً يشكل خرقاً واضحاً لالتزامات إسرائيل بموجب القانون الدولي الإنساني.

Palestinians living in the Occupied Palestinian Territory face daily obstacles and humiliation to travel both inside and outside the territory, while the Gaza blockade amounts to collective punishment, also illegal under international law.
ويصطدم الفلسطينيون الذين يعيشون في الأرض الفلسطينية المحتلة يوميا بعقبات ويتعرضون للمهانة لدى التنقل داخل تلك الأرض وخارجها وفي الوقت نفسه أصبح حصار غزة بمثابة عقاب جماعي وهو أيضا أمر مناف للقانون الدولي.

The Committee recommends that the State party take steps to allow that all Palestinians living in the Occupied Palestinian Territory and working in Israel can join the General Federation of Laborers in Israel, in accordance with article 8 of the Covenant.

103. The settlements are established for the exclusive benefit of Israeli Jews, and are being maintained and developed through a system of total segregation between the settlers and the rest of the population living in the Occupied Palestinian Territory.
103- وتُنشأ هذه المستوطنات حصراً لصالح اليهود الإسرائيليين ويجري الحفاظ عليها وتنميتها عن طريق نظام للعزل الكامل بين المستوطنين وباقي السكان الذين يعيشون في الأرض الفلسطينية المحتلة.

Restrictions on the freedom of movement of Palestinians living in the Occupied Palestinian Territory continued to represent a major human rights concern.
30- لا تزال القيود المفروضة على حرية تنقُّل الفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة شاغلاً من أهم الشواغل المتصلة بحقوق الإنسان.

383. The Committee is concerned that the State Party has not provided sufficient information concerning education, services and programmes on sexual and reproductive health aimed at the most vulnerable segments, such as women and young people from the Arab Israeli population group and those living in the Occupied Palestinian Territory.
383- ويساور اللجنة القلق لعدم تقديم الدولة الطرف معلومات كافية عن التعليم، والخدمات والبرامج المتصلة بالصحة الجنسية والإنجابية التي تركّز على أكثر شرائح المجتمع عرضة للخطر مثل المرأة والشباب من المجموعة السكانية العربية الإسرائيلية والأشخاص الذين يعيشون في الأرض الفلسطينية المحتلة.

Established in November 1996, Adalah serves Palestinian citizens of the State of Israel, numbering 1.2 million people or close to 20 per cent of the population, and Palestinians living in the Occupied Palestinian Territory.
أُنشئت عدالة في تشرين الثاني/نوفمبر 1996، وهي تخدم المواطنين الفلسطينيين في دولة إسرائيل الذين يبلغ عددهم 1.2 مليون شخص أو ما يقارب 20 في المائة من السكان، والفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة.

The Committee is concerned that Palestinians living in the Occupied Palestinian Territory and working in Israel are not allowed to be members of the General Federation of Laborers in Israel, which has been assigned by law with the responsibility to protect Palestinian workers' rights in Israel and retains half of the union fees collected from those workers (art. 8).
380- ويساور اللجنة القلق لأنه لا يسمح للفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة والعاملين في إسرائيل أن ينضموا إلى الاتحاد العام للعمال في إسرائيل، الذي أسندت إليه، بموجب القانون، مسؤولية حماية حقوق العمال الفلسطينيين في إسرائيل واستقطاع نصف الرسوم النقابية من أولئك العمال (المادة 8).

396. The Committee is concerned that Palestinians living in the Occupied Palestinian Territory, especially those living in the closed zones between the Wall and the Green Line, and in Gaza, have severely restricted access to health facilities, goods and services (art. 12).

399. The Committee is concerned that Palestinian children living in the Occupied Palestinian Territory are not able to enjoy their right to education, as a consequence of restrictions on their movement, regular harassment by settlers of children and teachers on their way to and from school, attacks on educational facilities, and substandard school infrastructure.
399- ويساور اللجنة القلق لعدم قدرة الأطفال الفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة على التمتع بحقهم في التعليم، نتيجة القيود المفروضة على حركتهم، وتعرضهم للمضايقة بشكل منتظم من قبل أطفال المستوطنين ومعلّميهم وهم يذهبون إلى المدارس أو يعودون منها، وبسبب الهجمات على المرافق التعليمية وبسبب الهياكل الأساسية المدرسية التي لا ترقى إلى المستوى المطلوب.

53. CESCR was concerned that Palestinians living in the OPT and working in Israel were not allowed to be members of the General Federation of Laborers in Israel.
53- وأعربت اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية عن قلقها لأنه لا يُسمح للفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة ويعملون في إسرائيل بالانضمام إلى الاتحاد العام للعمال في إسرائيل(108).

56. CESCR was concerned that Palestinians living in the OPT did not have access to sufficient and safe drinking water and adequate sanitation.
56- وأعربت اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية عن قلقها لأن الفلسطينيين الذين يعيشون في الأرض الفلسطينية المحتلة لا يتمتعون بإمكانية الوصول إلى ما يكفي من مياه الشرب النقية ومرافق الصرف الصحي(112).

61. CESCR was concerned about the increasing food insecurity among, inter alia, older persons, the Jewish Ultra-Orthodox population and Palestinians living in the OPT.
61- وأعربت اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية عن قلقها إزاء تفاقم حالة انعدام الأمن الغذائي التي تعاني منها جماعات من بينها المسنون والأصوليون اليهود المتشددون والفلسطينيون الذين يعيشون في الأرض الفلسطينية المحتلة(123).

71. CESCR recommended that Israel ensure that Palestinians living in the OPT can exercise their right to take part in cultural and religious life.
71- وأوصت اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية إسرائيل بأن تضمن أن يكون الفلسطينيون الذين يعيشون في الأرض الفلسطينية المحتلة قادرين على ممارسة حقهم في المشاركة في الحياة الثقافية والدينية(136).
