Given the delays hampering the restructuring of the secretariats of the Basel, Rotterdam and Stockholm conventions arising from the late appointment of the new Executive Secretary, some flexibility should be granted, as an exceptional measure, to determine the staffing levels, numbers and structure of the Secretariat in line with the decision on the matter taken by the Conference of the Parties to the Stockholm Convention at its fifth meeting.

9. Welcomes decision IV/8, adopted by the Conference of the Parties at its fourth meeting, in which the Conference of the Parties decided to establish a panel of experts to implement the terms outlined in the decision;

Recalling the decision by the Conference of the Parties to establish an ad hoc intergovernmental intersessional working group to develop a 10-year strategic plan and framework to enhance the implementation of the Convention, she said that that plan must build on lessons learned and experience gained in the 10 years since the Convention's adoption.
وأشارت إلى القرار الذي اتخذه مؤتمر الأطراف بإنشاء فريق عامل حكومي دولي مخصص فيما بين الدورات لوضع خطة استراتيجية مدتها 10 سنوات وإطار لتعزيز تنفيذ الاتفاقية، فقالت إن هذه الخطة يجب أن تستفيد من الدروس المستخلصة والخبرة المكتسبة طوال السنوات العشر التي انقضت منذ اعتماد الاتفاقية.
