THEREFORE the International Association of Prosecutors adopts the following as a statement of standards of professional conduct for all prosecutors and of their essential duties and rights:

Convinced that the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, developed by the International Association of Prosecutors, are complementary to the Guidelines on the Role of Prosecutors,

It was further underlined that both the Summit and the meetings of the International Association of Prosecutors fulfilled a productive role by bringing together prosecutors representing different legal systems and traditions, and by offering them the opportunity to share experiences and explore international best practices on the most challenging crime problems.
كما شُدِّد على أن كلاً من مؤتمر القمة واجتماعات الرابطة الدولية لأعضاء النيابات العامة يؤدي دوراً بناءً من خلال الجمع بين أعضاء نيابات عامة يمثلون شتى النظم والأعراف القانونية ومن خلال إفساح الفرصة أمامهم من أجل اقتسام الخبرات واستكشاف الممارسات الدولية الفضلى بشأن مجابهة أشق مشاكل الجريمة.

WHEREAS the objects of the International Association of Prosecutors are set out in Article 2.3 of its Constitution and include the promotion of fair, effective, impartial and efficient prosecution of criminal offences, and the promotion of high standards and principles in the administration of criminal justice;
حيث إن أهداف الرابطة الدولية لأعضاء النيابات العامة ترد في المادة ۲-٣ من دستورها، وتشمل تعزيز ملاحقة الأفعال الإجرامية بإنصاف وفعالية وتجرّد، وكفاءة وترويج معايير راقية ومبادئ سامية في إدارة شؤون العدالة الجنائية؛

The handbook's outline was discussed at the International Association of Prosecutors African and Indian Ocean Regional Conference in August 2012 and at the 17th Annual Conference of the International Association of Prosecutors from 28 October to 1 November 2012.
ونوقشت الخطوط العريضة للدليل في المؤتمر الإقليمي لأفريقيا والمحيط الهادئ الذي عقدته الرابطة الدولية لأعضاء النيابات العامة الذي عُقد في آب/أغسطس 2012، وفي المؤتمر السنوي السابع عشر للرابطة الدولية لأعضاء النيابات العامة الذي عُقد من 28 تشرين الأول/أكتوبر إلى 1 تشرين الثاني/نوفمبر 2012.

9. The President of the International Association of Prosecutors (IAP) thanked the Government of the Republic of Korea for hosting the Summit and stressed that the Annual Meeting of the International Association of Prosecutors had a complementary relation to the World Summit.

An eminent group of 21 high-level experts from Colombia, France, Ireland, Italy, Mexico, Morocco, Peru, the Russian Federation, Spain, the United Kingdom and the United States and the President of the International Association of Prosecutors met in Vienna on 7 and 8 February to discuss the content of the tool and modalities for its elaboration.
واجتمع فريق مرموق من 21 من الخبراء الرفيعي المستوى من الاتحاد الروسي وإسبانيا وإيرلندا وإيطاليا وبيرو وفرنسا وكولومبيا والمغرب والمكسيك والمملكة المتحدة والولايات المتحدة ورئيس الرابطة الدولية لأعضاء النيابات العامة في فيينا يومي 7 و8 شباط/فبراير، لمناقشة مضمون الأداة وطرائق صوغها.

The Summit further stresses the importance of zero tolerance to corruption in prosecution services and commends the " Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors " , developed by the International Association of Prosecutors (1999).
كما يشدّد المؤتمر على أهمية عدم وجود أي تسامح على الإطلاق مع أي فساد يشوب أجهزة النيابة العامة؛ ويوصي باتباع " معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية " () التي وضعتها الرابطة الدولية لأعضاء النيابات العامة (1999).

He stressed that ongoing education and training remained key to ensuring that prosecutions conformed to ethical and human rights standards, and he drew attention to useful technical assistance tools and standards, including those developed by the International Association of Prosecutors and UNODC.
وشدّد على أن التعليم والتدريب المستمرين يظلاّن عنصراً محورياً في ضمان تقيُّد عمليات الملاحقة بالمعايير الأخلاقية ومعايير حقوق الإنسان، واسترعى الانتباه إلى أدوات ومعايير مفيدة في مجال المساعدة التقنية، منها الأدوات والمعايير التي أعدتها الرابطة الدولية لأعضاء النيابات العامة ومكتب المخدرات والجريمة.
