There was a strong call for strengthened developing country participation in international assessments and for improved national capacities in developing countries for environmental monitoring and assessment.
وكانت هناك دعوة قوية لتعزيز مشاركة البلدان النامية في التقييمات الدولية، ولتحسين القدرات الوطنية في البلدان النامية من أجل الرصد والتقييم البيئيين.

To accommodate these suggestions, the secretariat prepared the present document by incorporating summaries of technical data and information as well as information on the status of environmental monitoring and assessment by contractors.
وتلبية لتلك الاقتراحات، أعدت الأمانة العامة هذه الوثيقة وضمنتها موجزا للبيانات والمعلومات التقنية، علاوة على حالة الأعمال التي يضطلع بها المتعاقدون في مجال الرصد والتقييم البيئيين.

531. During the biennium, capacity for environmental observations was further strengthened and progress was made in enhancing the legal basis for environmental monitoring and assessment.
531 - في أثناء فترة السنتين، تواصل تعزيز القدرة على الاضطلاع بأعمال المراقبة البيئية وأحرز تقدم في تعزيز الأساس القانوني لعمليات الرصد والتقييم البيئيين.

The Council recommended that its consideration of this matter be deferred pending the report of the " F4 " panel of Commissioners on the matter, as part of the next panel report concerning the tracking progress of environmental monitoring and assessment projects compensated pursuant to Governing Council decision 132, that these issues be referred to a future informal meeting of the Working Group and that they remain on the Council's agenda.

The Governing Council requested the Panel to ensure that the funds awarded were spent " on conducting the environmental monitoring and assessment activities in a transparent and appropriate manner and that the funded projects remain reasonable monitoring and assessment activities " .
وطلب مجلس الإدارة إلى الفريق أن يعمل على أن تصرف الأموال المقدمة على " أنشطة الرصد والتقييم البيئيين بطريقة شفافة وملائمة وعلى أن تظل المشاريع المموَّلة أنشطة رصد وتقييم معقولة " .

It was further recalled that another suggestion was also made that it would be beneficial if the Authority could have an overall summary of the status of environmental monitoring and assessment being undertaken by contractors, with the consent and involvement of the contractors, which would be useful for a full understanding of those activities (ISBA/9/LTC/2).

The Council received the seventh report of the F4 Panel of Commissioners, dated 17 September 2004, concerning the tracking progress of environmental monitoring and assessment projects compensated pursuant to Governing Council decision 132, and considered the issue of the non-use of the full amount of compensation awarded in the completion of the monitoring and assessment projects of the Government of Jordan.
وتلقى المجلس التقرير السابع لفريق المفوضين المعني بالفئة واو - 4، المؤرخ 17 أيلول/سبتمبر 2004، بشأن متابعة ما أحرزته من تقدم مشاريع الرصد والتقييم البيئيين التي حصلت على تعويضات وفقا لمقرر مجلس الإدارة 132، ونظر في مسألة عدم استخدام كامل مبلغ التعويض الممنوح في إكمال مشاريع الرصد والتقييم التي تقوم بها حكومة الأردن.

The Council continued to consider the issue of the potential of some public availability of the environmental monitoring and assessment databank maintained by the United Nations Environment Programme (UNEP), which comprises information submitted by claimant Governments, in the light of two information notes prepared by the secretariat, dated 20 September and 2 December 2004.
وفي ضوء مذكرتي معلومات أعدتهما الأمانة مؤرختين 20 أيلول/سبتمبر، و 2 كانون الأول/ديسمبر 2004 على التوالي، واصل المجلس النظر في المسألة المتعلقة بإمكانية إيجاد سبيل ما يتيح للعموم الاطلاع على بنك بيانات الرصد والتقييم البيئيين الذي يديره برنامج الأمم المتحدة للبيئة ويتضمن المعلومات التي تقدمها الحكومات المطالبة.

(g) That, following the meeting of F4 claimant Governments and the Government of Iraq to be held in Kuwait in September 2005, the secretariat be requested to provide an update concerning the potential for some public availability of the environmental monitoring and assessment databank maintained by the United Nations Environment Programme, which comprises information submitted by claimant Governments;
(ز) أن يطلب إلى الأمانة أن تقدم، في أعقاب اجتماع الحكومات التي قدمت مطالبات من الفئة واو - 4 وحكومة العراق، الذي سيعقد في الكويت في أيلول/سبتمبر 2005، معلومات مستكملة بشأن إمكانية إيجاد سبيل ما يتيح للعامة الإطلاع على بنك بيانات الرصد والتقييم البيئيين الذي يديره برنامج الأمم المتحدة للبيئة، والذي يتضمن معلومات مقدمة من الحكومات المطالبة؛
